                McCaffrey meets Peru's Fujimori
                    on Latin anti-drug tour

LIMA, Peru -- US drugs czar Barry McCaffrey held talks with Peruvian
President Alberto Fujimori on the third leg of his Latin American tour
here Thursday before leaving for Argentina.

McCaffrey, who is on an eight-day tour to promote regional cooperation in
the battle against drug trafficking, met with Fujimori and his Foreign
Minister Fernando de Trazegnies at the presidential palace.

Peru is a major source of coca --the raw material used in making
cocaine-- and discussions with McCaffrey centered on crop substitution
programs, Peruvian officials said.

McCaffrey told Peruvian officials that Washington now sees the drug trade
as a hemispheric problem -- a change from the days when it was considered
a problem merely of producer and consumer nations.

At every stop of his tour, McCaffrey has been asked about possible US
intervention in Colombia, a nation that shares one of Peru's northern
borders.

One plan discussed in the media involves a regional army entering
Colombia to pacify the country.

As at every stop, McCaffrey again denied direct US involvement in
Colombia. Colombians should resolve their own problems, but with
political regional support, McCaffrey said.

The White House point man on drugs also sat down with anti-narcotics
officials, human rights groups and the state ombudsman before heading on
to Argentina late Thursday.
