Bank official fired in Russian money laundering inquiry

FRESH rumours of corruption connecting five of the Kremlin's most powerful
figures, including President Yeltsin's daughter, to a $15 billion (�9.7
billion) money-laundering operation surfaced in Russia yesterday.
Reports in the American newspaper USA Today said that Russian criminals had
laundered the money through four accounts at the Bank of New York and one at
the New York-based Republic National Bank, including several billion dollars
of International Monetary Fund money. If true, this would be one of the
biggest money-laundering operations undertaken in America.

The claims come in a week when President Yeltsin, his family and associates
have already been accused of taking more than $1 million (�646,000) in
bribes from an Italian construction company. According to another
investigation, a Russian mobster is believed to have used the Bank of New
York to launder more than $10 billion (�6.5 billion) earned from drug
smuggling, prostitution and other activities.

Citing unnamed sources in the British National Criminal Intelligence Service
and the Russian Prosecutor General's office, the paper named five leading
officials they say are under investigation in connection with the scandal.
They are: Tatyana Dyachenko, Yeltsin's daughter; Alexander Livshits, the
former finance minister; Vladimir Potanin, a member of the Russian
oligarchy, and Oleg Soskovets and Anatoly Chubais, former deputy prime
ministers.

USA Today did not say what part any of the five played in laundering the
money and American and British law enforcement officials have denied giving
information to the paper. The FBI would not even acknowledge that an
investigation was under way.

Roland Nash, head of research at the Russian bank Renaissance Capital, said:
"This report is very sensationalist. You can't say that these men actually
signed the cheques." But yesterday, Vladimir Ustinov, Russia's acting chief
prosecutor, confirmed that the country's security services had been ordered
to look into possible Russian involvement in money-laundering. And
Vyacheslav Soltaganov, head of the Russian federal tax authorities, said he
had been asked by his American counterpart to take part in a joint
investigation into money laundered through the Bank of New York and was
prepared to co-operate.

America investigators, alarmed by the extent of possible money laundering
through American banks, are extending their inquiries to include other
American and European banks. USA Today quoted one American official involved
in the investigations as saying, "the more we dig, the more we find".

Their investigation will be extended to include a number of aid programmes.
The official said that tens of millions of additional dollars were missing
from a special bank account set up by the Russian government to hold money
earned from the sale of American grain received last year as part of a $1
billion food-aid programme. Several billion dollars of aid from the
International Monetary Fund, sent to prop up the Russian economy, is also
thought to have disappeared.
