We have ALREADY seen many wars either caused by water conflicts or using water
as a weapon, dating back to the destruction of the Ruhr dams during World War
II. Water rights, particularly but not exclusively involving the Jordan River,
are a key element in the extremely complicated ongoing conflict in the Middle
East, with Israel, Jordan, and Syria all trying to control the resource.
Syria, Iraq, and Turkey have quarreled about the Euphrates; Iraq and Iran
fought a very nasty, very long war over access to one small estuary, the Shatt
al-Arab. India and Pakistan are constantly squabbling over water rights;
Bangladesh was recently flooded as a result of clearcutting upstream in India.
And those are only a very few of the water-related conflicts afflicting the
world. It doesn't seem to be so much a question of a water *shortage* as such,
but rather the misallocation of a resource IN THOSE REGIONS WHERE IT IS
SCARCE. Within the United States, the most egregious example is the diversion
of Colorado River water to the Los Angeles Basin...with the result that the
Colorado River now *runs dry* up to three months each year.
