New Zealand environmental scientist and phytoestrogen researcher Dr Mike Fitzpatrick met with California DHS staff in June 1998 to express his concerns about soy, and particularly soy formulas. He received a written response from DHS toxicologist Dr Susan Loscutoff. Loscutoff stated: "I agree that high levels of dietary exposures to isoflavones in infants fed soy-based formulas is cause for concern". "I do not agree that parents have a right to know that soy-based formulas contain isoflavones and the kinds of toxicities isoflavones might demonstrate in infants, since parents would not know how to interpret the information." This kind of response it quite typical of agencies fearing a severe backlash from the soy lobby should they alert the public to the potential health concerns of soy isoflavones. The New Zealand Advertising Standards Complaints Board has ruled that pharmaceutical company Novogen has breached the New Zealand Code for Therapeutic Advertising. Novogen market the phytoestrogen supplements Promensil and Trinovin and advertise various benefits of these products, including the claim that "Trinovin Improves the General Health Outlook for Men over 50". In its ruling the Advertising Standards Complaints Board noted that the claim "Trinovin Improves the General Health Outlook for Men over 50" could not be substantiated and also that the statement left no room for negative implications or side-effects. Health Canada has come under fire from the Infant Feeding Action Coalition (INFACT), the Canadian Health Coalition and the National Federation of Nurses Unions. The three groups have blasted Health Canada for their failure to adopt a precautionary approach in the use of soy formulas which contain high levels of phytoestrogens.
