Ralph,

There is a major problem with the following story you sent me.

To begin with, the only flimsy "evidence" that Piper has for his charge that
the ADL is "to blame" for Waco is a headline from one L.A. Jewish newspaper.
The date of the paper was April 16, 1993, which indeed is before the mass
murder, but notably AFTER the standoff began.

The actual quote is the following:

"U.S. and Texas authorities have precise documentation (from the ADL of
course) on the Branch Davidian cult in Waco and how it operated in the past."

Piper translates that as meaning "the ADL was 'advising' the FBI and the BATF
on how to respond to the Davidians and what course of action would be
necessary to bring the cult members out of their Church/compound." But there
isn't anything to suggest that is remotely true from what was said. More
likely, the ADL was providing dirt and propaganda on the Davidians to U.S.
and Texas authorities to justify their violent assault.

This isn't to say that the ADL as an institution isn't to blame in the
tragedy: far from it, that a group supposedly dedicated to fighting
defamation was actively supporting the defamation of a religious group (and
thus justifying the mass murder that followed) is an absolute disgrace. But
to charge them as being the organization that "talked" the FBI and BATF into
the assault rather than the repulsive apologists that they were is laying the
blame in an incorrect manner.

In fact, something becomes clear in the article itself: the ADL was just part
of the anti-Davidian chorus of propaganda. There was also (among others) the
Cult Awareness Network (CAN) and the American Family Foundation. Why does
Piper and The Spotlight choose to focus on the ADL? A cynic would say
because The Spotlight is obsessed with blaming every negative event on the
Jews.

Even more interesting: ADL functionary Rabbi Maurice Davis is linked to
MK-ULTRA in the piece. That would indicate that, far from the idea that the
ADL was calling the shots at Waco, that they have been heavily infiltrated by
CIA and intelligence spooks, which would make sense considering the
intelligence network's desire to use other groups as fronts for its
activities. In this sense, the organization was a puppet to pump out
propaganda to train people to not question the massacre that followed.

At times, Patriot and Militia groups are linked to events by acts of their
members, the most notable case being the Oklahoma City bombings. When an
honest investigations is done of the OK bombing, it is revealed that the OK
bombing, whoever was behind it (and it certainly wasn't McVeigh), was using
the Patriot movement as the scapegoat for the operation. I find the
continuing smear of people in such a movement for actions pawned onto them
atrocious, and it is reckless journalism to do the same. I feel that this
article in The Spotlight is the same. If the FBI and BATF admits to starting
the fires and killing the people at Waco, then points the finger at the ADL
and says, "They made us do it," it just would not wash. The idea is
appalling, and for anyone to make such an excuse seem plausible discredits
them as having any sense of desiring justice.

WACO INSTIGATOR IDENTIFIED
--------------------------

Here's who talked the FBI and BATF into the attack on Waco.

EXCLUSIVE to THE SPOTLIGHT

BY MICHAEL COLLINS PIPER July 31, 1995 Page 10

Writing in the Washington Post on July 2, a leading religious
scholar let the cat out of the bag, a group with long standing
and intimate ties to the Anti-Defamation League (ADL) of B'nai
B'rith played a major role in the stirring up federal actions
against the Branch Davidians in Waco. this confirms a SPOTLIGHT
report on May 17, 1993, just shortly after the Waco holocaust -
and two years before the Post's story.

In light of allegations that it was the Waco tragedy that
ostensibly sparked the bombing of a federal building, these
revelations should be brought to the attention of reporters and
concerned citizens around the country who are trying to make
sense of what happened in Oklahoma City.

If the tragedy at Waco was indeed the spark that set off the
chain of events leading to the bombing of Oklahoma City (as the
media has been suggesting) who then, is to blame for Waco ?

Although the FBI and the BATF played the front-line role in the
botched raid on the Branch Davidian compound at Waco, Texas,
with the loss of several BATF agents in the process [along with
killed and wounded(ADL) of B'nai B'rith [translates to Sons of the Foreskin
Cut] was active behind the scenes.

It was the ADL that was prodding the government agencies into
taking the harsh action that resulted in the Waco tragedy. Had
it not been for the pressure from the ADL - which has long
"shared information" with both the FBI and the BATF - Waco might
never have happened.

Here are the facts: On April 16, 1993 - just three days before
the fiery holocaust at Waco - a leading ADL supporter publicly
revealed the ADL's role in prodding the FBI/BATF actions at
Waco, presumably not knowing of course, of the awful
ADL-provoked tragedy/conflagration which lay ahead on April 19,
1993.

In a signed headline story which appeared in the April 16, 1993
edition of HERITAGE, a Los Angeles based Jewish Newspaper, Herb
Brin, the publisher, praised the ADL's intelligence network and
stated flatly: [including between parentheses]

"U.S. and Texas authorities have precise documentation
(from the ADL of course) on the Branch Davidian cult in
Waco and how it operated in the past."

In other words, the ADL was "advising" the FBI and the BATF on
how to respond to the Davidians and what course of action would
be necessary to bring the cult members out of their
Church/compound. And in light of the relationship among FBI,
the BATF and the ADL, it is apparent that it was the ADL's
"documentation" - in Brin's words - that led to the fiery
holocaust.

Brin's amazing revelation (ostensibly designed to praise the
ADL's activities) brought to light the truth about the blatant
propaganda and disinformation meant to denigrate the hapless and
beleagured Branch Davidian religious sect. Then of course, it
was just three days later that the Davidians were massacred.

Despite all the words that have been written about Waco, the
only publication to reveal the ADL role (other than Brin's
HERITGE newspaper) was THE SPOTLIGHT, in a special report
published on May 17, 1993, shortly after the Waco holocaust.

WHISTLE BLOWN

Now, slowly but surely, the truth about the ADL role at Waco is
leaking out. The WASHINGTON TIMES published an article on May 1
by Dan Freedman of the Hearst newspapers which revealed:

"PETER SMERICK, the FBI's lead criminal analyst and profiler of
[Branch Davidian leader David] Koresh, has broken his silence to
charge that bureau officials pressured him into changing his
advice on how to resolve the situation without bloodshed...
[He] had counseled a cautious, non-confrontational approach to
Koresh in four memos written from Waco for senior FBI officials
between March 3 and March 8, 1993.

"But he was pressured from above, Mr. Smerick says, as
he as writing a fifth memo March 9. As a result, that
memo contained subtle changes in tone and emphasis that
amounted to an endorsement of a more aggressive
     approach against the Branch Davidians."

although Smerick was initially hesitant to point an accusing
finger, he changed his mind, according to the report,

"after becoming convinced that the traditionally
independent process of FBI criminal analysis had been
     compromised at Waco."

The ADL, using its influence at the highest levels of the FBI,
caused the issuance of a faulty and biased analysis that
resulted in the Waco tragedy.

However it was not until July 2 that an article buried in the
opinion section of the WASHINGTON POST laid out - at least in
part - the details of the ADL's covert involvment.

The author of the article in question was J. GORDON MELTON,
director of the Institute for the Study of American Religion in
Santa Barbara, California and author of the authoritative
Encyclopedia of American Religions. His co-author, LAWRENCE
CRINTER, is a journalist.

Under the headline "What the hearings may tell us" appeared the
provocative subtitle asking the question,

"Did the federal authorities heed the wrong 'experts'?"

- a question MELTON and CRINTER believe the much ballyhooed
congressional hearings on Waco must address if the inquiry is to
be complete.

(they point out that some members of Congress want to divert
attention away from the truth about Waco to the "militia"
bogeyman, whereas others - primarily Republicans - hope to use
the hearings to embarrass the Democratic Clinton
Administration.)

MELTON and CRINTER said:

"It will be disappointing if the purpose of the hearings
is lost in the netherworld of American politics,
especially as new information surfaces on what occured
behind the scenes before the Davidian compound went up
     in flames."

Here is the big question, according to the authors:

"What exactly was the rationale for the siege, and who
    helped to script it?"

The authors explored, in some detail, the conflict within the
FBI over the precise approach to be utilized in dealing with the
Branch Davidians, noting in particular, the problems faced the
FBI's Peter Smerick (referenced above) and the failure by the
authorities to attempt to understand Koresh's religious theology
and how it would impact upon the standoff - a matter that the
authors view as a major factor that was explicitly ignored. the
authors then went on to suggest:

Another area for the hearing to explore is law enforcement's
connection to outside "experts" with axes to grind. In this
case, the FBI had been prepared for this moment by the anti-cult
movement, whose ideals are embodied in the Cult Awareness
Network (CAN) and the American Family Foundation.

For years, these organizations have presented their views on
mind control and manipulation to anyone who would listen,
including some within the FBI.

Itegral to this perspective is the charge of cult preparedness
for mass suicide. During Waco, the FBI relied heavily on an
anonymously written "white paper" that summarized this view.
Agent Jamar, in the first congressional hearings on Waco,
emphasized its "usefulness in the weeks before the fire."

SUSPICIOUS HELPER

Another person who played a role in the Davidian drama was RICK
ROSS, who is listed as a "cult expert" and self-described
"deprogrammer" in the government's official report on Waco.
ROSS told FBI he

"...would willingly aid law enforcement in an attempt to
     destroy a cult."

NANCY AMMERMAN, professor of sociology at Emory University, in
her addendum to the government's report, says that ROSS was

"closely involved with both the ATF and FBI,"

supplying the ATF with the

"name of an ex-member he believed would have important
     strategic information."

ROSS recently said in a depositionthat he

"acted as a liaison between ATF and DAVID BLOCK,"

a Davidian who turned against the group when he was
"deprogrammed" by ROSS in 1992.

In light of the course the FBI followed, why did the federal
authorities tend to put more faith in "cult experts" than in
credentialed authorities in religious studies ? These questions
have not been fully investigated. The congressional hearings,
if they are to be worthwhile and revealing, must focus on
answering them.

CLOSE CONNECTIONS

According to research by the editors of the EXECUTIVE
INTELLIGENCE REVIEW: in 1974, a long-time ADL functionary Rabbi
Maurice Davis founded Citizens Engaged in Reuniting Families
(CERF), a deprogrammers' front which later merged into the two
major anti-cult agencies, the American Family Foundation and the
Cult Awareness Network.

The ADL then established a full-time anti-cult center, housed at
the Washington, D.C. headquarters of the B'nai B'rith [Sons of
the Cut Foreskin]. The Cult Center of B'nai B'rith maintained
joint offices with the Cult Awareness Network. In this way, the
ADL established formal, ongoing links to the AFF/CAN, which
continue to the present.

What is all the more intriguing about Rabbi Davis is his own
long-time ties to the CIA's infamous MK-ULTRA mind-control
experiments, beginning in the 1950's, that included the use of
LSD and other mind-altering drugs.

Initial impetus for the CIA's mind-control operations came from
Richard Helms who later went on to head the CIA's entire
clandestine operations program and then to serve as CIA
director. Helms' idea was approved by then-CIA chief Allen
Dulles who gave his subordinate the go-ahead to set the project
in motion.

Placed in charge of coordinating the CIA's MK-ULTRA mind-control
operations was the CIA's cheif of counter-intelligence, JAMES
JESUS ANGELTON, who is best remembered for being the cheif asset
of Israel's intelligence service, the MOSSAD, at the CIA.
[JAMES JESUS ANGELTON even has a memorial in Israel !!]

(JAMES JESUS ANGELTON was forced to resign from the CIA in 1974
when his role in CIA covert domestic spying on Americans - in
conjunctin with the ADL - was revealed.)

MIND CONTROLLERS

Working directly under JAMES JESUS ANGELTON as the chief of
operations for MK-ULTRA was the chief of the agency's technical
services division, DR. SIDNEY GOTTLIEB. [Dr 'Strangelove']

Under the direction of JAMES JESUS ANGLETON and GOTTLIEB,
numerous CIA mind-control experiments were carried out in
various parts of the country and in Canada. RABBI MAURICE
DAVIS, it just so happens, was one of those who was a major
player in one particular venture.

In 1975 the CIA formally admitted that experiments were
conducted at the Federal Addiction Research Center in Lexington,
Kentucky, involving the administration of drugs, including
hallucinogens, to prisoner voluteers.

One prisoner, James H. Childs, testified to a Senate committee
of inquiry that the prisoners who participated in the CIA
program were paid off by CIA in the form of addictive drugs.

UPDATE: This just in... SPOTLIGHT will cover this recent
revelation in detail in a special edition MID-SEPTEMER 1999, but
here is a teaser...

27 year VET of FBI becomes head of ADL FACT FINDING DIVISION
------------------------------------------------------------

RECENTLY the following information has been relayed to me and is being
confirmed as we speak:

Current head of ADL's fact finding division is neil herman, who recently
retired from fbi, 3 months or so ago. ADL's 'FACT FINDING DIVISION' is in
fact a rogue domestic spying operation linked with the foreign government of
Israel, it operates in the USA much like STASI, the CHEKA, the NKVD, with
similar destructive results, one could argue, as evidenced by WACO, WEAVER,
WTC, TWA ad who knows what else.

NEIL HERMAN is a 27 year fbi vet, was head of fbi jttf [joint terrorism task
force] was Head of WORLD TRADE CENTER 'investiagtion' was key figure in twa
flight 800 'investigation', he succeeds Gail, the temp head of adl fact
finding, who succeeded irwin suel who past away recently. Question to
research, PRECISELY WHAT ROLE did HERMAN play in WACO, use FOIA and please
share your findings.
