Sharp Condemnation On Waco An FBI sharpshooter who killed the wife of white separatist Randy Weaver during a 1992 siege in Ruby Ridge, Idaho, was at the scene of the assault on the Branch Davidian religious homestead near Waco, Texas, in 1993, the Washington Times reported Tuesday. The Texas Rangers issued a report Monday indicating that a house occupied by federal agents at the time contained a dozen spent rifle cartridges of the type favored by sharpshooters. The Rangers' report questioned federal agents' insistence that they fired no shots. In an account the FBI has since said was wrong, a FBI agent initially reported hearing shots fired from that house on the siege's final day. Meanwhile, Fox News reports that the congressional probe into Waco is focusing on suspicions that federal law enforcement officials trumped up drug manufacturing charges against the group. A House Committee on Government Reform official told Fox News that the military determined that the drug charges were "bogus," and that investigators are now trying to determine why the Army nevertheless became involved in the Waco siege and assault, and to what extent soldiers participated. "The question is: Why were the military folks - who were pretty strident against having any involvement - overruled? And who overruled them?" This afternoon, September 15, the Cato Institute will host a film screening of Waco: The Rules of Engagement http://www.cato.org/events/990915waco.html . The film screening begins at 2:00 p.m. at the Cato Institute in Washington. After the film, at 4:30, Rep. Bob Barr (R-Ga.), Branch Davidian survivor David Thibodeau, who penned A Place Called Waco, and Cato associate policy analyst David Kopel, co-author of No More Wacos, will address the latest findings. The film was nominated last year for an Academy Award and offers a complete picture of the events surrounding Waco. It shows how the ATF and the FBI misled the public and America's political leaders in order to inflict deadly force on a group whose apocalyptic religious beliefs made its members easy targets. Is The KLA Here To Stay? The commander of the Kosovo Liberation Army says that NATO has an obligation to give the KLA a major role in the Yugoslav province. Gen. Agim Ceku says that NATO could not have achieved victory in the Kosovo conflict without the assistance of the KLA. The KLA is supposed to disarm and disband by next Sunday, September 19, but Ceku wants the organization to live on as a civilian organization with governmental powers. NATO said last week that a Kosovo Corps made up of former KLA soldiers may operate after the deadline, but Russia has expressed opposition to any plan that falls short of complete disarmament and disbanding. Gary Dempsey took a look at Kosovo now, and the ascendancy of the KLA, in "Theater of the Absurd in Kosovo" http://www.cato.org/dailys/08-21-99.html , an August commentary. "NATO and the Clinton administration are willing to go to absurd lengths to deny that the Kosovo Liberation Army (KLA) is taking over Kosovo and laying the foundation for a Greater Albania," Dempsey wrote. "When the KLA missed NATO's deadline for turning in its heavy weapons, for instance, NATO's top man in Kosovo, Gen. Michael Jackson, insisted that the KLA was not defying NATO. Rather, he claimed the guerrillas were so diligently accounting for all their weapons that they were being delayed. 'I do not regard this as non-compliance,' said Jackson, 'but rather as an indication of the seriousness with which [the KLA]... is taking this important issue.' As of yet, the KLA hasn't turned in all its heavy weapons, and on the day NATO's deadline expired, German soldiers stumbled upon a secret cache of 10 tons of ammunition--probably a mere fraction of what the KLA has hidden away. Even more alarming, the KLA has taken sweeping political control of Kosovo, establishing a network of self-appointed ministries and local councils, seizing businesses and apartments, and collecting taxes and customs payments… "While paying lip-service to peace and harmony in front of the international press corps and Western diplomats, Hashim 'Snake' Thaci, the KLA's self-declared prime minister of Kosovo, has scoffed, 'There might be some people who are armed who aren't under KLA control... but there might be some people in KFOR [NATO's Kosovo Force] who aren't under General Jackson's control.' Nonsense. NATO troops are not disobeying Jackson's orders, let alone killing civilians, burning down houses, and looting stores. The United Nations says it is now moving into Kosovo to help deal with the ethnic violence, and the UN's chief administrator, Bernard Kouchner, says he wants to pull the KLA into the exercise of power, offering it a share of executive responsibility. Other Western officials want the KLA to form the core of Kosovo's police force… In the meantime, NATO commanders find themselves not with a peacekeeping policy in Kosovo, but a KLA management policy… NATO served as the KLA's unwitting errand boy, which was the KLA's aim all along, and now the KLA is advancing on to its next goals: ruling over Kosovo and pursuing a Greater Albania."
