The United States is represented by W.Averell Harriman, the British send Lord Beaverbrook and Vyacheslav Molotov represents the Soviets. The meeting will conclude on October 1 at which time a joint declaration will state that Britain and the United States will provide increasing amounts of aid to the Soviet Union in its fight with the Axis powers. Molotov as premier and foreign minister of the U.S.S.R. had earlier negotiated the non-aggression pact with Germany.
