The mystery is not whether the cops are too  smart or too stupid.  It's how
they test for the correct element of sadism.  I can't imagine how hard it
must be to find people who want to kill people for being there and shove
objects up the rectum of individuals with whom they disagree.   Where do they
breed that kind of scum?  And it has nothing to do with brains, because if
they can get a law degree, they can be FBI men (an odd lot) or work for the
CIA (an odder lot), and if they really max out the IQ tests, they can devise
various poisons and weapons for the aforementioned groups.  Of course,
