You know this always puzzles me.  The FBI was meant to work within the United
States of America.  They haven't done a very good job of it right here,
possibly because their talent has been utilized in doing the job the CIA was
always supposed to do.  Of course they haven't done too well either, possibly
because they are trying to take up the slack for the FBI here in the US.
