THIS IS GETTING RIDICULOUS: In the shadow of the recent Burger
King, Sprint and Disney boycott efforts, the Palestinian Authority
(PA/PLO) is now calling for Israel to remove the label on its "Jerusalem
2000" wine since it displays a picture of the Dome of the Rock.
According to PLO-appointed Jerusalem Mufti Sheik Ikrama Sabri, a
picture of the Dome of the Rock on a bottle of alcohol is offensive and
must be removed. However, Dr. Joseph Lerner, Co-Director of IMRA
(Independent Media Review & Analysis), has pointed out that the Dome
of the Rock is constantly on view as the symbol of Palestinian TV, even
when acts and objects objectionable to Islam are presented. Israeli
depictions of Jerusalem generally include the Dome of the Rock over the
Western Wall and those in which  it is deliberately eliminated are
sharply criticized by Muslims.

Meanwhile, back at Disney, dozens of Muslims protested Friday
outside the park in Orlando, carrying banners reading "Israeli Exhibit of
Falsehood" and "Disney and Israel - Partnership for Propaganda". Inside
the park, a delegation of Arab Americans toured the exhibit with Disney
officials. The group later said it would demand a Palestinian exhibit be
added to the park's 24-country Millennium Village, a new temporary
display. Disney spokesman Bill Warren said officials needed time to
evaluate the request. [TNS: Why is it that, when the Southern Baptist
Convention protested against Disney in 1997, the company never
bothered to meet with them to discuss the problem; yet when the
Muslims complained, Disney had no problems coming forth to discuss
the situation?]

A side note: "The Arabs have been driving the Disney folks crazy over
the mention  of Jerusalem as part of Israel in the Millennium Exhibition. I
guess  they never were at the top of the Eiffel Tower. Right there along
with Amman, Jordan, Washington, D.C. and London, England the
French have listed Jerusalem, Israel along with Israel's flag and the
distance from the Tower to Jerusalem. (ISRAELWIRE, IMRA, AP)

JEWISH PRAYER REQUEST DENIED: The High Court of Justice on
Sunday morning rejected an appeal by the Temple Mount Faithful
organization, which was seeking permission to conduct Jewish prayer
services on the Mount, Judaism's holiest site. As has been the case in
the past, senior police commanders have maintained a position
opposing the Jewish prayers on the Mount on the grounds it would be
deemed "provocative" and spark Islamic violence. (TNS: One more time:
why can Muslims pray on the Temple Mount and Jews cannot?)

Meanwhile, Esther Abutbul is working with Jewish and Arab realtors to
buy a piece of the Temple Mount that is not, officially at least, a part of
the general Waqf. One of the realtors is currently looking in Jordan for
the heirs of Mrs. Abu Saoud, who passed away several years ago.
Abutbul is the former head of the Jerusalem office of Tehiya, and a long-
time member of the Temple Mount Faithful. Abutbul says that if large
sums of money must be raised to realize the goal of Jewish control of
the Mount, then the funds must be found. Abutbul tried to buy the plot a
decade ago, and even managed to raise $220,000 to this end, but at the
last minute the Arab realtor involved in the deal changed his mind and
pulled out. (ISRAELWIRE, HA'ARETZ)

US CONGRESS DENIES WYE APPROPRIATIONS: The aid promised
by the US to Israel -- as well as to the PA/PLO and Jordan --for the
implementation of the Wye Agreement will not be forthcoming anytime
soon. The US Congress passed a foreign aid bill Monday that includes
none of the funds promised by Clinton a year ago during the Wye
plantation talks.  President Clinton is likely to veto the bill, but
lawmakers claim they are not sure from where the money for the Wye
Agreement will come. Interestingly, the Clinton administration increased
its estimate this past week of the budget surplus, saying it should hit at
least $115 billion in fiscal 1999, the largest in American history.
American-Jewish groups have demanded that the promised money be
provided, as Israel in particular will face tremendous expenses in
carrying out the Wye Agreement. Moving each of several army bases
that Israel has undertaken to relocate, for instance, will cost
approximately $100 million. (ARUTZ-7)

US PARANOIA OF ISRAEL ON THE RISE: Facing what it says is a
"potential computer intrusion threat", the FBI's National Infrastructure
Protection Center (NIPC) is warning that Israel may use Y2K bug
repairs to plant secret gateways inside US computer systems that can
be later used to exploit sensitive information. A top CIA official [the CIA
is the organization training the PLO para-military forces in Gaza]
assigned to the NIPC declared in a published article that Israeli
government or industrial forces may have already infiltrated systems
under the guise of repairing the Y2K problems. CIA analyst Terrill D.
Maynard wrote in the NIPC's publication, INFRASTRUCTURE
PROTECTION DIGEST, that many US companies and government
agencies seeking last-minute fixes to computers have often hired
untested foreign programmers to fix year 2000 glitches. He named India
and Israel as "likely sources of malicious remediation". The report is
rather ridiculous given the fact that Israel has helped to upgrade much of
the military defense  software over the years for free. During the Gulf
War, for instance, while using US-supplied Patriot missile systems,
Israel corrected several computer software malfunctions and gave them
to the US at no charge. (APBNEWS, WORLDNETDAILY)

GERMANY PURCHASING FARMS FOR PA/PLO: Shaul Goldstein, the
head of the Gush Etzion Regional Council learned during a Wednesday
meeting with Deputy Defense Minister Ephraim Sneh that the deal
involving the giving away of lands to the PA/PLO for farming involved no
less than 14 areas and not two as was first reported. ISRAELWIRE
reported earlier that the IDF Civil Administration planned to give away
parcels of land to the PA/PLO for farming. The deal would have
interrupted the territorial continuity between Neve Daniel and Efrat and
Alon Shvut and Kibbutz Rosh Tzurim. It is now leaned there are an
additional 12 such deals with a total of 13 of the 14 dealing with lands in
areas "C" -- under total Israeli control. The 13 Area C farms take up a
total of 2,998 dunams (almost 750 acres). Investigations conducted by
Jewish area leaders revealed most of the lands being given away are
state owned and not private lands as being erroneously reported by
some Israeli news agencies. Gush Etzion leaders also have indicated
they have proof that the government of Germany is funding the farms
and not the United Nations as being reported by ISRAEL RADIO.

NO AGREEMENT ON SAFE PASSAGE: Israel and the Palestinians
failed to reach agreement Saturday on conditions for the so-called safe
passage Palestinians will use to cross Israeli territory between Judea,
Samaria and the Gaza Strip. As the route was to have opened Sunday,
the delay is the first major setback in the implementation of the Sharm
el-Sheikh deal. Palestinian negotiator Jamil Tarifi said the Israelis still
insist on the right to arrest Palestinians traveling on the safe passage
and refuse to permit the PA/PLO to issue the magnetic cards which are
to be used by Palestinian drivers making the crossing. Israeli officials
have said Israel must retain control over which Palestinians enter Israeli
territory and must be able to arrest militants who pose a threat to
security. (JERUSALEM POST)

FRANCE TO HELP PAY FOR GAZA PORT: France has agreed to
finance construction of the new seaport in the Gaza Strip. France
agreed to underwrite about half the cost of the construction of the Gaza
seaport, amounting to some $80 million. This complements the amount
already donated by the government of Holland. The European
Investment Bank is responsible for the administration of the finances,
and the actual construction will be done by contracting firms from
France and Holland. France will transfer some 500 million francs ($81.6
million) to the PA/PLO over the next four years. This does not include
the aid that France gives the PA/PLO as part of its contribution within
the framework of the European Union, which will amount to about 500
million euros ($535.8 million). (HA'ARETZ)

MEANWHILE, ISRAEL SENDS AID TO RUSSIA AND TURKEY: The
Israeli Ministry of Foreign Affairs has dispatched humanitarian aid to
Russia following the string of terrorist attacks in Moscow in recent
weeks, MA'ARIV reported.  On Monday, an airplane containing 3.5 tons
of medical equipment and medicine embarked on route to Moscow.

At the same time, construction is progressing steadily on the "Israeli
Village" which will house more than 2,000 survivors of the earthquake
that hit Turkey two months ago. Construction of the village, located on
the outskirts of Adapazari, is scheduled to conclude by 15 October, and
survivors are expected to assume residence in the village immediately
thereafter. (ISRAEL LINE)

ISRAEL TO MONITOR ISLAMIC MOVEMENT: A special ministerial
committee -- composed of Prime Minister Barak,  Public Security
Minister Shlomo Ben-Ami, Education Minister Yossi Sarid, Interior
Minister Natan Sharansky and Minister for Culture and Sport Matan
Vilnai -- decided to now closely monitor incitement in the movement's
mosques and publications, and to track the fund-raising activities of its
associations. The government suspects that monies targeted for Islamic
educational projects have ended up in the hands of the Hamas terrorist
organization in Judea and Samaria. The security authorities have
fiercely attacked the government proposals saying the clampdown is far
too weak. Israeli-Arab expert Rafi Yisraeli was asked if these measures
are enough. "They are only cosmetics," he answered, "and far from
enough. Leaders of the Movement continue to incite and act against
Israel." Yisraeli provided some examples:  "Whenever a Hamas terrorist
is killed during a murderous attempt or attack, an official delegation of
the Islamic Movement is dispatched to comfort the family. Islamic
Movement members are the ones who mediate whenever there is
tension between the PA and Hamas -- and Israel allows this. The
Islamic Movement gathered together two truckloads-full of food and
supplies for the 400 terrorists who were deported to Lebanon several
years ago. The group's members initiated the extension of the bottom
floor of the Temple Mount for a new mosque -- and we sit [Israel] idly by
and do nothing. There are plenty more examples." The Islamic
Movement has been involved in several recent terrorist attacks in Israel.

TERRORIST RETURNS TO ISRAEL: Mustafa Zibri, the deputy leader of
the Popular Front for the Liberation of Palestine (PFLP), a Syrian-
backed PLO faction which opposes the Oslo accords, arrived Thursday
in Jericho. A crowd of some 200 PFLP supporters welcomed him. Zibri
addressed the crowd saying "the most important thing is that we
continue the struggle for the right to return to all of 'Palestine'".

Meanwhile, Prime Minister Ehud Barak confirmed Thursday that Israel
might allow Nayef Hawatmeh, the leader of the Democratic Front for the
Liberation of Palestine (DFLP) to enter the Palestinian Authority. He is
responsible for killing some 30 Israelis in terrorist attacks.

NO REWARDS FOR PALESTINIAN TERRORISTS: Morton Klein,
President of the Zionist Organization of America, reacted Thursday to
the American government's refusal to offer rewards for information
leading to the capture of Palestinian Arab terrorists who have killed
American citizens. During a recent meeting between Secretary Albright
and Jewish-American leaders, Klein asked why the Clinton
administration offers multi-million dollar awards for terrorists who have
killed Americans abroad, yet does not list information about Palestinian
terrorists or their victims.  Albright reportedly answered that the rewards
issue is not a simple matter, and too complicated to discuss at the
meeting. (ARUTZ-7)

TERRORISTS ESCAPE: Three Palestinians jailed for bomb attacks on
Israelis in Jerusalem have escaped from a jail in PA/PLO-controlled
Shechem. Police are searching for them. (BBC)

ON THE NORTHERN FRONT: Israel Air Force (IAF) planes launched a
series of attacks against suspected terrorist positions just north of the
Security Zone in southern Lebanon. Planes fired rockets near the village
of Okmata, and later hit positions at Zawtar and Froun. The raids, the
sixth this week, followed terrorist attacks on an Israeli position near the
village of Sujud. A soldier of the Southern Lebanese Army (SLA) was
killed, and two others were wounded, in a battle with Hizb'Allah
terrorists Wednesday morning. A heavy day of fighting in south Lebanon
Tuesday left two dead and at least nine wounded, including one Israeli
soldier with light injuries. A South Lebanon Army officer and a
Hezb'Allah terrorist were killed. A Southern Lebanese Army officer was
killed and three Lebanese civilians were injured Monday near the Beit
Yaron Passage when terrorists detonated a powerful roadside bomb.

"PEACE IN OUR TIME": In talks conducted last week in Jerusalem,
Britain presented Israel with confidence-building measures proposed by
Iran concerning nuclear weapons and pressured Israel to respond
favorably to them. At meetings held in recent months, the Iranians
presented the British with general ideas for the disarmament of the
Middle East. The Iranians did not mention Israel's name, but the British
had no doubt that the Iranians had Israel in mind. The British presented
Israel with three main proposals: 1) A regional agreement not to strike
first with missiles; 2) An agreement not to arm ballistic missiles with
nuclear warheads; and 3) Restrictions on the purpose of long-range
missiles. The British pointed out that they completely understand the
need of the Iranians to arm themselves for defense -- including ground-to-
ground missiles -- considering the regional threats Iran faces, especially
from countries such as Iraq, Afghanistan and Pakistan [TNS: What

KOFI ANNAN APPLAUDS "VITAL" PARTNERSHIP BETWEEN UN,
ORGANIZATION OF ISLAMIC STATES: The Organization of the Islamic
Conference (OIC) is a vital partner in United Nations efforts to stop gross
and systematic violations of human rights, Secretary-General Kofi
Annan stressed Friday in a message to the forum's annual Foreign
Ministers meeting. In remarks delivered on his behalf by Assistant
Secretary-General for Political Affairs Ibrahima Fall, the Secretary-
General highlighted several crises -- from Afghanistan and Somalia to
Libya and the Comoros -- in which the UN and the OIC have
collaborated to address concerns of the Islamic world. [TNS: Most of

THIS WEEK IN JEWISH HISTORY:

October 1934: The Berne Trial was held after a demonstration in June of
the National Front (a Swiss anti-Semitic organization) during which
copies of the "Protocols" were distributed. The Jewish community
brought a suit against the leaders for publishing and distributing
indecent writings. Though later a court of appeals repealed the
sentences, the trial succeeded in proving the "Protocols" a forgery.

October 1938: Father Charles Coughlin, a Roman Catholic priest in
Detroit, began his weekly anti-Semitic broadcasts over national radio.
He also formed the Christian Front in New York City which carried out
anti-Semitic street meetings and boycotted Jewish businesses.

1 October 1898: KIEV - A decree by the Russian czar (Nicholas II)
explicitly bars Jews from living in major Russian cities. The action
follows laws issued the previous May, restricting Jewish settlement to
the Pale of Settlement. In Kiev, alone, some 7,000 Jews were forced to
relocate.

2 October 1656: In Amsterdam, Yom Kippur services were held for the
first time. Neighbors thought the Jews were secret Catholic papists and
reported them to the Dutch authorities, who had them arrested on
suspicion of insurgency. Once it was explained that the community was
Jewish, the leaders were released and worship continued in peace.
