D.C. always HAS been a corrupt mess. Go back a hundred years and you've got
the same blessed thing. Read *The Gilded Age* by Mark Twain and Charles
Dudley Warner, with its detailed list of bribes spent to get a "private"
bill passed by Congress. (It's also a highly enjoyable story.) Then get a
copy of Baedeker's *United States* (English-language edition, pre-WWI) and
read the essay on "Government and Politics" by James Bryce. Bryce was, at
the time he wrote it, professor of politics at Oxford; he was later named
British Ambassador to the United States, given a knighthood and eventually a
life peerage. Bryce is most famous for his magisterial *The American
Commonwealth*, which, next to de Tocqueville's *Democracy in America*, is
the best commentary on American government and politics by a foreigner. The
Baedeker's essay is a beautiful, if cynical, capsulization of *The American
Commonwealth*, with comments on urban political machines, political
corruption, and the gullibility of the masses that ring very true a century
after they were written.
