Subject: Giuliani's Chem-War Handbook on Malathion ACTUAL TEXT!!

October 9, 1999

Giulianis Chem-War Handbook on Malathion actual text

The Mayor must be made to account for the fact that a widely
distributed Chemical Warfare Biological Handbook that bears
the seal of the City of New York along with the Mayors name,
the name of NYPD Commissioner Safir and Office of Emergency
Management Director, Jerome Hauer on its cover clearly and
unambiguously contradicts the Mayors repeated statements that
Malathion is completely safe, harmless and nothing for anyone to
worry about. This 4 1/2 x 6 looseleaf bound book is in the
possession of EMS vehicles, NYPD precincts and all of the
Mayors staff and appointees that have spoken at press
conferences on the spraying.

The following are verbatim descriptions of just a few passages
from this book. NYC activists that have been opposing the
spraying and who have just filed a class action Federal lawsuit
against the Mayor have a number of copies of the actual book
that were given to them by EMS workers. I made xerox copies of
sections of it this morning (10/7/99) which are available to
anyone in the media. Information on how to buy this book and
the website where it can be ordered are included at the end of
this text.

Considering that it is very possible that there is not even an
epidemic the repeated indiscriminate use of this chemical and the
deliberate misinformation campaign about its dangers constitutes
a crime based on Federal, NY State and international law.

Malathion is a commonly used organophosphate insecticide that
causes the same biological effects as nerve agents. Malathion
itself is relatively non-toxic, but it is quickly metabolized in the
body to maloxin, which is the toxic material. This causes effects
similar to those caused by nerve agents...Malathion can be
absorbed by ingestion or through the skin.

Page # 113. B. Chemical Casualty Treatment
1. Nerve Agents
Protect yourself by wearing a mask, gloves and a protective suit
until the casualty is decontaminated. Remove casualty from
contamination and contamination from casualty. Get the casualty
away from the source, such as by moving him upwind or out of a
contaminated building. If it is absolutely certain that exposure
was to vapor only, remove outer clothing. If there is a possibility
of liquid contamination, all clothing must be removed and the
casualty must be showered or washed with soap and water, dilute
hypochloride or water.

Malathion
Decontamination consists of moving the patient to fresh air,
removing all of his clothing and washing him thoroughly with
soap and water. The responder must insure his own safety by
donning appropriate protective apparel before handling the
patient.

Page #119 Malathion
The antidotes are atropine and an oxime. The anticonvulsant
diazepam should be used if convulsions are present. The initial
dose of atropine should be 2 to 4 mg, depending on the severity
of the signs and symptoms. The initial dose should be given IM
if the casualty is having severe breathing difficulty or is apneic.
Once the hypoxic is corrected, 2 mg of atropine should be given
intravenously at 2 mg every 5 to 10 minutes until breathing has
improved or secretions have lessened. The recommended dose for
children is 0.05 mg/kg.

Page #154 On Scene Procedures
Higher air temperatures may cause the evaporation of aerosol
particles, decreasing their size and increasing the chance they
will reach the lungs. The temperature on the ground either
increases the or decreases evaporation rates, thereby increasing
or decreasing the duration of contamination.

Page #156 Chemical Effects
Chemical agents may persist longer in an urban environment than
in an open environment since building materials are often porus
and readily absorb agents, which will slowly be released
later....In ordinary buildings, protection can be improved by
closing doors and windows, turning off ventilation systems and
sealing all windows and cracks with tape.

Page #70 Chem-Nerve Agent Effects
Malathion
Like nerve agents, Malathion inhibits cholinesterase to cause
biological effects. What these effects are depends on the route
and amount of exposure....Exposure to vapor or aerosol may
initially cause topical effects in the eyes (miosis, discomfort,
difficulty with vision), nose (rhinorrhea), and moth and airways
(salivation, bronchoconstriction, bronchosecretions). By any
route, the signs and symptoms resemble those caused by nerve
agent exposure.

Page #72 1.3 Nerve Agent Properties
Nerve agents are chemicals that disrupt the mechanism by which
nerves communicate with the organs they stimulate....Most
people who have been in contact with or used these agents
without realizing that they do the same thing to humans that
nerve agents do....they do this by blocking the activity of an
enzyme, acetylcholine. This neurotransmitter is released by a
nerve to stimulate the muscles or glands, causing hyperactivity.
This overstimulation causes the signs and symptoms of nerve
agent poisoning.

Jane's Chem-Bio Handbook

The Indispensable Tool for First Responders

WASHINGTON, DC, Feb. 19, 1998 -- When police, fire and
medical personnel arrive at the scene of a suspected chemical or
biological emergency, they will no longer have to go in
unprepared. Many of these "first responders" will be equipped
with the new Jane's Chem-Bio Handbook, a pocket-sized guide
which allows emergency personnel to quickly identify chemical
and biological agents and their deadly effects, and provides vital
step-by-step information on handling the emergency.

Designed for both military and civilian first responders, Jane's
Chem-Bio Handbook contains a wealth of life-saving data in a
compact, portable and instantly accessible format.

Jane's Chem-Bio Handbook, published today, contains the most
up-to-date information on training for and responding to
chem-bio attacks. It lists all chemical and biological agents,
together with specific details of their intended effects, symptoms,
antidotes, detection methods and delivery methods, plus the
effect of various meteorological conditions on dispersion. The
handbook, which fits easily in a shirt pocket, also has
quick-reference tables on the most common symptoms that first
responders will encounter and how to treat them.

Jane's Chem-Bio Handbook describes:

the latest training procedures for emergency personnel; how
chemical and biological agents can be delivered, including
weaponization, delivery systems, and meteorological conditions;
chemical and biological agent effects, including nerve and
blister agents, pulmonary agents, bacteria (such as anthrax,
cholera, plague and typhoid fever), toxins and viruses (such as
ebola, smallpox and yellow fever); how emergency management
personnel manage chemical and biological agent casualties;
what on-scene procedures emergency response personnel must
employ; and the most advanced equipment available to detect
chemical-biological agents, to decontaminate people and
equipment, and to protect both civilian and military personnel.

Now under evaluation in several major US and international
cities, Jane's Chem-Bio Handbook is authored by Frederick R.
Sidell, M.D., Dr. William C. Patrick, III, and Thomas R.
Dashiell, three of the world's leading experts on
chemical-biological agents, their weaponization, and the
equipment used for chemical-biological agent delivery, detection
and decontamination. In addition, the handbook was reviewed
and updated by nine top US military and civilian
chemical-biological weapons and emergency response experts.

Jane's Chem-Bio Handbook follows the November 1997 release
of Jane's US Chemical-Biological Defense Guidebook, which
includes threat assessments of nations and terrorist groups with
access to chemical and biological weapons, an extensive survey
of US civilian and military agency responsibilities in a chemical
or biological contingency, federal training programs, and the
legal, policy and operational frameworks activated in a
chemical-biological crisis. Jane's US Chemical-Biological
Defense Guidebook is the most comprehensive resource for
federal, state and local emergency response managers.

For more information or to order Jane's Chem-Bio Handbook
($15 per copy for orders of 30 or more) or Jane's US
Chemical-Biological Defense Guidebook ($895 hardcopy, $1075
CD-ROM), call 800-824-0768, or visit Jane's on the Internet at

Jane's Chem-Bio Handbook is published by Jane's Information
Group, described by the CBS program Sixty Minutes as "the
closest thing there is to a commercial intelligence agency." Jane's
is the leading provider of defense, aerospace, aviation,
transportation, geopolitical, and police and security information
to the world's militaries, governments, universities and
businesses.
