DECLARATION OF INTENT
FIREBASE NETWORK
(Mission Statement)
On August 30, 1999, the White House, Senate, and Congress
received an ADVISORY of imminent pickets, demonstration, and
marches by grassroots veterans organizations and advocates nationwide.
One such group is the FIREBASE NETWORK. To date, our government
has chosen to ignore our intentions and refused to formally reply to our
concerns. Therefore, in an effort to clarify our position and our objectives,
we submit the follow declaration.
FOREWORD
The Pentagon and Department of Defense, (DOD), have admitted there
is a serious shortage of military enlistment. Last year the U.S. Army,
U.S. Navy and U.S. Air Force all fell short of their target numbers of new
enlistments. Some in Congress are already "toying" with the possibility
of reinstating the Draft. In an effort to boost enlistment, and head off the
Draft, the DOD has lowered enlistment standards and offered money
bonuses to entice our young to enlist.
Service in the U.S. military is no longer just a matter of "national
security".
In the past three decades our military has become more and more involved
in dangerous so-called "humanitarian" and "peace keeping" operations
around the world under the flags of the UN and NATO. To date, none of
these military deployments have met our Founding Father’s definition of
"a threat to our national security". Young Americans have lost their lives
and have been disabled in the line of duty while serving the immediate best
interest of countries other than our own.
During these same three decades, veterans benefits have diminished
dramatically. Both in quality and quantity. Although Congress has self-
approved every Congressional pay raise, (as much as 33% pay raise),
they have refused to adequately fund veterans benefits and services. In
addition, unconstitutional and illegal restrictions imposed by the Department
of Veterans Affairs, (DVA), has rendered the veteran helpless and without
rights to legally confront obvious criminal treatment by the DVA. By denying
the veterans their Constitutional Right to Due Process of Law, Congress and
the DVA have established a system that operates contrary to the basic
principles this country was founded on. Former military personnel are
civilians. Therefore, they should have the same civil rights as any other
citizen. Especially access to our court system and a jury of the peers.
OPINION
It is our qualified opinion, the current recruiting crisis is directly linked
to the past/current unconstitutional and illegal treatment of this country’s
veterans. From Atomic Radiation veterans, to Agent Orange veterans, to
Gulf War Syndrome veterans, the DVA has established a deplorable track
record of not granting disability claims made by medically qualified sick or
disabled veterans.
Although we collectively support a strong military for national security, we
do not support service without guaranteed health care benefits for our
military personnel. Currently, a retired disabled veteran with 30 years in
the military
has NO guaranteed health care benefits.
DECLARATION
Beginning November 1999, members of the FIREBASE NETWORK
will begin nationwide pickets at U.S. military recruiting offices and other
locations. These pickets will continue until significant changes are made
in the benefits offered to this country’s veterans. During our pickets at
recruiting offices, we will give the potential recruit information concerning
the problems faced by past/present military personnel. This will allow that
young person the ability to make an informed and rational decision
concerning enlistment. We will give the potential recruit only information
supported by documentation. If the truth discourages the enlistment, the
problem is not with us.
OBJECTIVES
By reinstating/reinforcing existing benefits and creating new
comprehensive veterans health care benefits the appeal of military
service will increase dramatically. This in turn, will increase the number
of new enlistments and preserve the all-volunteer military. Otherwise,
the Draft will be enacted and Americans will be forced to serve and die
for principles other than their own. In an effort to preserve the
all-volunteer
military concept and avoid the Draft, we are pursuing the following
objectives;
F Reform the GI Bill of Rights, to include guaranteed health care benefits.
F Repeal §511(a), USC, Title 38, to allow all veterans due process of law.
F Repeal §5904, USC, Title 38, giving the veteran the right to hire an
attorney or assistance of counsel from the onset of their case/claim.
F Repeal §7104, USC, Title 38, to insure survivors rights to pending
VA claims after the death of the veteran.
F Repeal §5902(a), USC, Title 38, to eliminate the National Veterans
Service Organization’s "Gravy Train Statute".
F Repeal USFSPA to protect retirement pay and/or VA disability
compensation from garnishment by passing H.R. 72
F Provide hometown health care coverage for retired & disabled veterans.
F Provide receipt of both disability compensation and military retirement
pay for disabled retired military personnel by passing H.R. 303.
These are but a few of the primary problems we are addressing with our
planned protest.
FOOTNOTE
No other single group of Americans have contributed more to the
development of twentieth century lifesaving medical advancements
than the veterans. From the battle field, to life flight evacuation
helicopters,
to the VA Medical Centers which teach medicine, our veterans are directly
responsible for the high level of medical expertise we all enjoy and which
saves lives in this country every minute of the day. Yet, the Department
of Veterans Affairs turns down sick and disabled veteran’s request for
medical care every minute of that same day…
