U. S. FOREST RULES
NOW MADE BY UN
The Virginia Taxpayers Association charged today that President
Clinton's use of the word "biodiversity" in his George Washington
National
Forest speech "signals again his deliberate surrender to United Nations
totalitarian rules for our own nation's environment."
Setting aside 40 million acres of forest lands in 35 states
"involves
not merely whether timber companies can get enough logs for their
regular
business," the state taxpayer organization said.
"Not reported widely is that Articles 6 and 8 of the Convention
on
Biological Diversity under the UN requires a Global Biological
Diversity
Assessment giving rise to 'biosphere reserves' and 'buffer zones' where
human
activity is either totally proscribed or severely limited.
"The Man and Biosphere Program of UNESCO began implementing
this same
concept in its Worldwide Network of Biosphere Reserves about 1980.
"While the House of Representatives has recently passed a bill
to
preserve sovereignty of the United States over public and acquired
lands
owned by the United States, and to preserve State sovereignty and
private
property rights in non-Federal lands surrounding those lands, the
unresponsive Senate has not indicated it will pass such a bill. And
meanwhile Clinton, again seeking to ignore the House and grassroots
public
opinion, is going ahead to further implement this extremist 'world
government
biodiversity' idea.
"Clearly, now is the time for Americans to let the Senate know
we
insist that rules for managing our valuable forest lands be made by
citizens
in the United States, and not just by dictatorial UN-Clinton fiat."
