Chavez Proposes NATO-Like Force
CARACAS, Venezuela (AP) - Venezuelan President Hugo Chavez on Monday proposed
forming a NATO-like force in Latin America, saying it could help increase
integration in the region.
``If there is a North Atlantic Treaty Organization, why can't there be a
Caribbean and South Atlantic Treaty Organization?'' Chavez said during a
meeting of the Andean Parliament.
The Venezuelan defense minister, Gen. Raul Salazar, told The Associated Press
that such an organization could give Latin American nations more security
against attacks from nations outside the region.
Chavez also urged the Andean Parliament representatives, who were celebrating
the organization's 20th anniversary, to form a united front to seek relief
for the region's massive foreign debt. The Andean Parliament is made up of
congress members from five Andean nations - Venezuela, Colombia, Ecuador,
Peru and Bolivia - who meet to seek solutions to common problems among the
countries.
Chavez, a former army paratrooper who led a failed 1992 coup attempt and was
elected president last December, has often called for greater integration in
Latin America. He frequently invokes the vision of South American
independence hero Simon Bolivar, whose grand dream of a united continent
collapsed in the early 19th century.
Chavez's appointment of soldiers to many top government posts has provoked
criticism that he is giving the military too great a role in his
administration.
