Part of the problem with any regulatory agency is that, of necessity, it has
to draw its personnel from the group which it regulates, simply because they
are the only ones who know just what the regulated group does. This promotes
an interrelationship, a coziness, even an organization incest that
undermines the ability of the agency to continue to regulate effectively.
Instead of serving as a check on the behavior of the group it is supposed to
regulate, the agency becomes an advocate for the "rights" of that same
group, effectively canceling out its legislative mandate and rendering
itself redundant. The answer to the problem of controlling corporate excess,
which the regulatory agencies have utterly failed to do, might be to limit
the number of experts employed by the agencies and require that all
decisions be made, *not* by the experts, but by consumers of the regulated
entity's services or products. Needless to say, this will occur when the
first skating rink is opened in Hell...
