The battle over taxation of Internet sales is heating up.  The chairman of
the congressionally appointed commission to study and make recommendations on
the topic, Virginia Governor Jim Gilmore (R), on November 9 publicly urged
the commission to recommend against taxation of Internet transactions.
Recognizing that his proposal would cost the states, he has suggested that
the federal government give the states $1.7 billion to compensate for the
lost revenue.
He has also proposed that the 3% federal excise tax on local and
long-distance telephone service be cut to 1% then, after three years,
abolished.
On November 10 Congressman John Kasich (R-OH) plans to introduce his own bill
prohibiting states and localities from taxing Internet commerce.
But the National Governors Association is recommending that state and local
governments be allowed to tax Internet sales.  Under the NGA plan
Internet merchants wouldn't have to collect the taxes; the states would
arrange for third-party firms to handle collections.
