On Sunday, November 14 Republican members-elect of the Virginia House of
Delegates unanimously chose Delegate Vance Wilkins of Amherst (near Lynchburg
in south-central Virginia) as their nominee for Speaker.  Since caucus rules
oblige all Republicans to vote for him when the official vote of the full
House occurs in January, Wilkins' actual election is just a formality.
The new Republican majority in the House has prompted many historical
questions:  Has there ever been a Republican Speaker before?
Have the Republicans ever held the House before?
The answers, it turns out, are not exactly black-and-white.
Virginia had the shortest period of Reconstruction of all the former
Confederate states and many of the Republicans were former Democrats, the
most notable being the legendary Confederate cavalry officer John Singleton
Mosby.
There was never a true Republican House even under Reconstruction, only --
and for only four years (1879-83) -- a coalition government of Republicans
and "Readjustors" -- people, mostly former Democrats, who wanted to reduce
the amount of war reparations the federal government was demanding.
For the last two of those years a Republican did serve as Speaker.
His name was Isaac Chapman Fowler, the former mayor of Bristol in Southwest
Virginia.  Democrats ran the House for the next 116 years.
By the way, when Wilkins was first elected to the House in 1977, he became
only the 25th Republican in the 100-member chamber.
