 Clinton's appeasement of N. Korea

I don't have any plans - current or future - to run for any political office.
But, if I did, and if, by some miracle, I were elected president, like Pat
Buchanan, my first action upon being sworn into office would be to turn to
William Jefferson Clinton and say, "Sir, you have the right to remain silent.
."
My second action would be to bring home, immediately, U.S. troops from every
far-flung police action around the globe - with one exception. The one place
I would temporarily leave tens of thousands of troops on the ground is Korea.
Why? Several reasons:

No. 1: The U.S. has made a commitment, no matter how ill-advised it might be,
to protect the South Korean people. It must be honored. It's a matter of life
and death for millions.

No. 2: If the U.S. pulled out of South Korea, North Korea's million-man army
would likely invade within minutes, resulting in a human cataclysm and the
destabilization of the area and the entire world.

No. 3: North Korea, a despotic pariah state led by a man with serious
psychotic tendencies, represents a real threat to the safety and security of
the United States.

It's this imminent threat that is either totally unrecognized by the Clinton
administration or, for reasons unknown, is being ignored.

In fact, for several years now, the Clinton administration has actually
offered North Korea - a rogue, terrorist, unpredictable, and eminently
hostile state - preferential treatment. North Korea is handled by the State
and Defense departments like a most-favored nation. The U.S. has replaced
Russia and China as North Korea's main benefactor, providing $270 million in
direct aid from your tax dollars. Since 1995, total U.S. taxpayer aid to
Pyongyang is close to $645 million and could, according to a report in
Investor's Business Daily, top $1 billion by next year.

In effect, you and I are subsidizing North Korea's continued militarization -
including the development of nuclear, chemical, biological, and other weapons
of mass destruction, as well as an intercontinental ballistic missile program
for delivery of such weapons capable of hitting much of the United States.

A congressional report issued earlier this month found "serious weaknesses"
in the Clinton policy toward North Korea.

"North Korea's WMD (weapons of mass destruction) programs pose a major threat
to the United States and its allies," it said. "This threat has advanced
considerably over the past five years, particularly with the enhancement of
North Korea's missile capabilities. North Korea has produced, deployed, and
exported missiles to Iran and Pakistan, launched a three-stage missile (Taepo
Dong 1), and continues to develop a larger and more powerful missile (Taepo
Dong 2)."

This threat was compounded during the last five years while the Clinton
administration chose a path of "constructive engagement" with North Korea.

In other words, the bad kid on the block in northeast Asia has been rewarded
for his bad behavior with aid far exceeding any previously received from the
United States and anything received by peaceful neighbors. Does that make
sense?

This policy only encourages North Korea to threaten U.S. interests in the
future. Each time it does, it wins more financial aid. Imagine what Pyongyang
can expect to get when it actually hits the U.S. with a missile some day in
the not-too-distant future. If you think that scenario is far-fetched, listen
to the congressional report: "Unlike five years ago, North Korea can now
strike the U.S. with a missile that could deliver high explosive chemical,
biological, or possibly nuclear weapons. Currently, the United States is
unable to defend against this threat."

Think of it this way: Suppose there was a madman with a gun at your head.
Yes, if he pulls the trigger and kills you, someone else will shoot him dead.
But is that any consolation? Remember, he's a madman who has a track record
of acting against his own best interests. That's exactly what the U.S. faces
in the threat posed by North Korea.

House International Relations Committee Chairman Benjamin Gilman, R-N.Y.,
sees that as a fitting analogy.

"North Korea continues to hold out one hand for aid, while in the other hand
it holds a gun. This has resulted in a very successful cycle of political
blackmail and extortion with the international community," he said in a
committee hearing last month.

I like what Rep. Dana Rohrabacher, R-Calif. had to say in summarizing U.S.
policy toward North Korea: "We are giving North Korea hundreds of millions of
dollars in fuel and food while they are spending the same amount bolstering
their military. If ever there was an insane policy, this is it."

I guess Pyongyang doesn't have a monopoly on official insanity.
