TERRORIST ATTACK ON EMBASSY? On Tuesday Israeli security
officers outside the Israeli embassy in Amman, Jordan noticed a young
man behaving in a suspicious manner, some 30 meters (32 yards) away
from the embassy. When the Israeli and Jordanian security men
approached the man, they saw he held a pistol in his hand and was
wearing a belt that appeared to contain explosion devices. The security
guards opened fire on the man, hitting the hand holding the pistol. The
Jordanian Ministry of the Interior claims that Jordanian policemen
successfully shot the suspect; other reports claim that the Israeli
security guards did so. The man was immediately taken for questioning
by Jordanian security forces. According to their investigation, the
suspect is from Oman in the Persian Gulf, but resides in Amman, and
is mentally unstable. The Israeli General Security Service (GSS/Shin
Bet) is also taking part in the investigation.

Meanwhile, in another incident, two Israelis arrested in Jordan more
than two months ago will not be afforded legal representation, following
the Jordanian government's capitulation to pressure from the Jordanian
Bar Association, which forbids its members to have any contact with
Israelis, HA'ARETZ reported. The case is said to involve the "illegal"
sale of land in Jerusalem to Jews and the "forgery of official seals and

PA/PLO: NO JERUSALEM, NO FINAL SETTLEMENT: The Palestinian
Authority (PA/PLO) has warned that there will be no final status
settlement with Israel unless Israel recognized east Jerusalem as the
capital of 'Palestine'. A communiqu=82 issued following the PA/PLO
weekly cabinet meeting in Ram'Allah last week said Israel would have to
withdraw from all territories captured in the 1967 Arab-Israeli war. The
communiqu=82 went on saying, "there can't be any final status settlement
with Israel if the Jewish state doesn't agree to east Jerusalem becoming
the capital of the 'Palestinian' state."

In another story, the Mufti of Jerusalem, Akram al-Sabri, said on Friday
in a speech at al-Aksa mosque on the Temple Mount that eastern and
western Jerusalem belong to the Arabs, ARMY RADIO reported. Sabri
then called upon all Islamic nations to act to halt Israeli "occupation" o=
f

CNN CORRECTS WEB PAGE: CNN -- which had removed references
to Jerusalem as Israel's capital from its web page in the wake of an
email campaign by anti-Israel groups [TNS - 23 Oct 1999/13 Cheshvan
5760] -- has reversed its position. After discussions between the
network and representatives of the Committee for Accuracy in Middle
East Reporting (CAMERA), the CNN web page now states that
Jerusalem is "the seat of Israeli government and its self-declared
capital, although Jerusalem's status is disputed by several countries
that do not recognize Jerusalem as Israel's capital." The new CNN
formulation "is not entirely satisfactory," said CAMERA, "but it is
essentially accurate". CNN's action was a welcome change from the
pattern of capitulation by other US businesses under pressure by anti-
Israel groups." American Muslims for Jerusalem (AMJ), an umbrella
organization of anti-Israel groups, launched its campaign against CNN
on October 19. AMJ had earlier spearheaded the boycott threats
against Disney for its plan to refer to Jerusalem as the capital of Israel=

in its Millennium Village exhibit. AMJ was also active in pressuring
Burger King to shut down its restaurant in the town of Ma'aleh Adumim.

Speaking of Burger King, a letter of protest signed by 70 American
Congressmen has been sent to the president of Burger King. The letter
protests the company's intent to give in to Arab pressure and close its
branch in Ma'aleh Adumim. The branch remains open, and awaits
adjudication between the company and its Israeli licensee. (ARUTZ-7,

NEW OUTPOST SET UP ... FOR A FEW HOURS: Members of Dor
Hahemshech (Next Generation), a second generation settlers' group,
set up four tents before dawn and built rickety wooden shelters in Gush
Etzion, near the community of Nokdim.. They announced the
establishment of the new outpost to local radio stations  early in the
morning. The outpost was erected in protest of what the settlers see as
the army's "double standard" in that they are quick to dismantle Jewish
constructions but are not doing anything to stop 'illegal' Palestinian
agricultural work in  Gush Etzion. Nokdim's security official, Gadi
Yotvat, said that "the whole thing  went totally out of proportion. The
head of the Civil Administration, police officers and 400 soldiers  arrive=
d
at this 'outpost' to deal with 13 boys. When they saw all the fuss,  they
(the boys) simply folded up the tents and left."

Meanwhile, the Foreign Ministry is mounting an information offensive.
Director-General Eitan Ben-Tzur has instructed ambassadors around
the world to initiate meetings with government ministers and officials in
their respective countries, and to present Israel's position vis-a-vis the=

Palestinians. Foreign Minister David Levy explained this week, "The
world community must be made aware of the Israeli Government's red
lines -- which include the stipulation that existing settlements will not =
be
dismantled." Levy made the remarks while meeting with the Yesha
Council, in the first meeting between the two in several years.

YESHA UPDATE: The four Knesset members of Yisrael Beitenu
planted trees Friday morning on Hilltop 777, the Yesha outpost adjacent
to the Shomron community of Itamar. MK Avigdor Leiberman says that
the event represents his party's desire to help Prime Minister Barak
implement his commitment to expand Itamar by ten-fold.

Civil Administration officials and IDF soldiers evacuated Bedouins
Tuesday morning from the "range of fire" areas near the location of the
recently-destroyed Maon farm.  HAKOL MEHASHETACH news agency
reports that the officials sealed up Bedouin caves, and destroyed the
group's other structures. The actions follow efforts by the Civil
Administration yesterday to locate illegal Jewish penetrations into the
area. ARUTZ-7 correspondent Kobi Sela adds that Yesha leaders were
promised that not just the settlers, but also the local Arabs, would be
evacuated from the area. Meanwhile, Gush Etzion residents continue to
oppose the new Palestinian settlements being built in the area.
Approximately 200 residents of the community of Efrat held a protest
next to a new Arab settlement situated between Efrat and its
neighboring community of N'vei Daniel. Some 15 permanent buildings
have already been erected on the Arab "farm" there. (ARUTZ-7)

WHERE DOES IT END? The Palestinians continue to demand a say in
the location of the Israeli withdrawals from Yesha. This, despite the
clear stipulation in previous Israeli-Palestinian agreements that Israel i=
s
to be the sole arbiter of such. The withdrawal from 5% of Judea and
Samaria that was scheduled for last Monday continues to be held up
because of the Palestinian objections. The two sides are meeting again
today on the matter.

The PA/PLO now claims that Israel owes it an unspecified number of
billions of dollars in "reparations" for 32 years of Israeli "occupation a=
nd
conquest" of Judea and Samaria.

Israel's security forces feel that the PA/PLO is behind the recent
upswing in Palestinian violence in Judea and Samaria. Fifteen Arabs
were injured last Saturday at the Ayosh Junction, between Ram'Allah
and Beit El, in Arab-instigated riots against Israeli forces.  Hundreds of=

rock-throwing Arabs faced off against IDF troops, reports ARUTZ-7's
Kobi Sela.  Despite advance notice and requests by Israel to intervene,
the Palestinian para-military police did not do so for several hours.

BACK TO WORK IN GAZA: Thousands of Arab workers from Gaza
came to work today in the Jewish communities of Gush Katif, following
a sudden about-face on the matter by the Palestinian Authority
yesterday afternoon.  PLO Chairman Yasser Arafat canceled a previous
order forbidding the workers from entering Gush Katif, following violent
demonstrations by the workers yesterday and the day before in which
the windows of Khan Yunis City Hall were broken.  Arutz-7
correspondent Haggai Huberman reports that the army's working
assumption is that the PA will attempt to find other avenues of conflict
with the Jewish residents next week.  "This was simply part of their
gradual program of continued escalation with the Jews of Gush Katif,"
he said.  Shlomo Kustiner, spokesman for the community of Netzarim,
said, "For the long run, the Palestinians know that we are not
dependent on them, because we are already employing many foreign
workers, such as those from Thailand." (ARUTZ-7)

PA/PLO TEXTBOOKS TEACH HATRED: The Anti-Defamation League
(ADL) has called on PA/PLO Chairman Yasir Arafat to take immediate
steps to put an end to anti-Israel and anti-Semitic incitement in
Palestinian schools. Abraham H. Foxman, ADL National Director, said
he was "extremely troubled" by one textbook in particular, a history
book and accompanying teacher's guide published by the Palestinian
Ministry of Education that contain false and defamatory accusations
about Israel and Zionism. The NEW HISTORY OF THE ARABS AND
THE WORLD makes outlandish claims intended to incite anti-Israel and
anti-Jewish hostility. The book compares Zionism and racism with
Nazism, and claims that Zionism advocates the liquidation of the
original inhabitants of Palestine. A companion Teacher's Guide
suggests that students learn a number of principles about Zionism,
including that it is a racist and aggressive movement and that racist
superiority is a principle of Zionism, fascism and Nazism. (IMRA)

ARAFAT LINKED TO BEIRUT BOMBING: NEWSWEEK reports on a
likely Yasser Arafat connection with the killing of 241 American Marines
in Lebanon in 1983. According to the report, a National Security Agency
phone tap recorded a call from the Iranian ambassador relaying orders
to the Husaini Suicide Forces Movement to "to get weapons from
Yasser Arafat's Fatah group to 'undertake an extraordinary operation
against the Marines' in Beirut." The murderous attack on the US
Marines barracks in Beirut took place shortly thereafter. The Zionist
Organization of America has called for a bipartisan commission to
investigate Arafat's role in the attack, and noted that Arafat and the PLO=

have been involved in many other attacks in which American citizens
were killed. (ISRAEL LINE)

SYRIA TESTED CHEMICAL BOMB: Syrian military forces late last
month conducted a live chemical weapons bombing test, THE
WASHINGTON TIMES reported on Friday. The test was carried out by
what the report said was a Syrian Air Force MiG-23 jet that dropped a
chemical weapons-laden bomb on a practice range in Syria. The
bombing was detected by US spy satellites. It reportedly left a distinct
coloration on the impact area that US intelligence agencies believe was
due to a chemical explosion.  Pentagon officials said the chemical
agent is not known. But Syria is known to have several types of poison
gas, including the nerve agent sarin. The test demonstrated that Syria
can use the chemical munitions in both aircraft bombs and ballistic
missiles. (JERUSALEM POST)

CONSTRUCTION OF NEW TUNNELS BEGINS: The digging of new
tunnels, to connect Jerusalem's northern neighborhoods with Ma'aleh
Adumim - formally began Monday in the presence of Jerusalem Mayor
Ehud Olmert and Transportation Minister Yitzchak Mordechai. Five
kilometers (3 miles) of roads running through the tunnels, costing some
250 million shekels ($60 million), will be constructed over the next two
years. Jerusalem Mayor Ehud Olmert said at the dedication that the
new highways will also reach the communities of Kfar Adumim, Mitzpeh
Yericho and Ma'aleh Ephraim, as well as other Jewish centers northeast
of the capital. "Our goal is to create an infrastructure that eventually
enables these places to become an inseparable part of metropolitan
Jerusalem," Olmert explained. (ARUTZ-7)

MILITARY BUILDING IN GULF: The Arab states in the Persian Gulf are
taking a significant step toward a mutual defense agreement. Although
the Gulf Cooperation Council (GCC [Kuwait, Bahrain, Oman, Qatar,
Saudi Arabia and the United Arab Emirates]) has made similar
commitments over the years, it appears that the six countries are
striving for an unprecedented level of integration between their militarie=
s.
If properly combined with improvements in their forces, the GCC may be
on the threshold of creating a more credible military force of its own: on=
e
that complements U.S. forces in the short term, but is increasingly
independent in the long term. (STRATFOR)

THIS WEEK IN JEWISH HISTORY: 21 November 1985: Jonathan
Pollard and his wife were arrested and charged with spying for Israel.
Pollard, who had worked for Naval Intelligence, had passed on
information to Israel regarding Arab capabilities. He was given a life
sentence which he is still serving.

23 November 1510: The Jews were expelled from Naples. Fifteen years
earlier, the Spanish had conquered the island, and issued an order for
the banishment of all Jews, which was never carried out.

25 November 1940: The sinking of the Patria in Haifa: The Patria was a
French ship which carried 1,771 "illegal" immigrants. The British
decided to add other illegals and deport them all to Mauritius. In order t=
o
prevent it, members of the Hagana decided to disable the ship.
Unfortunately, the explosive charge was too large or the hull was too
weak, and the ship sunk, 257 people drowned.

25 November 1420: Pope Martin V favorably reinstates old privileges of
the Jews and orders that no child under the age of twelve can be forcibly
baptized.

26 November 1944: As World War II entered its last phase, the
Germans decided to hide all evidence of the mass murders. On orders
