I heard an interesting talk (by someone opposing apartheid) to the effect
that Romans 13, teaches obedience to government but places the limits on the
role of government.
Like all good rich liberals however, the bloke left when reality arrived.

When should a Christian disobey the civil government?
(Rom. 13:7; Acts 5:27-29)
When a civil government refuses people the liberty to worship and obey
God freely, it has lost its mandate of authority from God.
Then the Christian should feel justified in disobeying.
Thomas Jefferson believed that when a government began to be tyannical,
it was the right and even the DUTY of the citizens to rebel against that
government.
The Christian, however, is called to bear with his government whenever
possible.
Jesus did not call for revolution against Rome, even though it was an
oppressive conqueror of Israel.
On the other hand, the apostles refused to obey an order not to preach
and teach in Jesus' name (Acts 5:27-29).
Whenever the civil government forbids the practice of things that God
has commanded us to do, or tells us to do things He has commanded us not
to do, then we are on solid ground in disobeying the government.
Blind obedience to government is never right.
However difficult or costly it may be, we all must reserve the right to
say no to things that we consider oppressive or immoral.

Brothers and Sisters,
The first thing I think of to say No to is the thugs use of the fiat
paper that they force from us and give to foreigners, and its use to
fund abortions for the poor.
How about you?
If this Post is sent far and wide, I'm sure there are many
other bona-fide reasons to disobey our present corrupt
civil government.
Time is short!
The arrogance of our elected thugs only indicates they have no
intention of upholding the their oath of office and continue to
suck blood from the tits of the special interests to enable
them to be re-elected to ensure the endless abuse of the
citizenry by legislating for the sole benefit for their
criminal supporters. If we don't correct this situation
come 11/2000 I am extremely fearful of what the future
holds for our Nation; we can't wait for Joe Sixpack
to learn the Truth and haul his arse to the polling place.
What's happening, of course, is the blind obedience of the
citizens to the legislation passed by the very thugs we
are electing.
How much longer are we going to tolerate the massive misuse
of the citizens personal resources for the benefit of the
global corporate thieves, and for the use of propping up
dictarships around the world. Paying hundreds of billions
in interest to holders of our debt (primarily banksters)
is in itself obscene. Any member of Congress who votes
in favor foreign aid, and corporate welfare, and pork
projects, in my view has committed theft of the citizenery
and should be charged, prosecuted, convicted, and jailed
for theft.
(Seems to me, if i recall correctly, if this was done
in jolly Old England the tyants would be hung and
quartered.)
