RECORDS of the secret financing system run by Helmut Kohl during his time as leader of Germany's Christian Democratic Union have gone missing, his successor said yesterday. Wolfgang Schäuble, who took over from Mr Kohl last year, said the files for 1994-96 were missing from the documents handed by Horst Weyrauch, the Frankfurt accountant who ran the secret system, to auditors commissioned by the current party leadership to investigate the affair. Mr Kohl, who has admitted the existence of the secret accounts, is under pressure from the party leadership to tell all he knows about where the money came from and what he used it for in his 25 years as CDU chairman. Mr Schäuble says the damage done to Mr Kohl's reputation and the party's credibility can be ended only by a policy of full disclosure. But although Mr Kohl, now the CDU's honorary chairman, attended yesterday's meeting he did not appear at the subsequent press conference. Mr Schäuble said Mr Kohl had "declared his willingness to do all in his power" to help the auditors get to the bottom of the affair, but had little knowledge of the details of the secret bank accounts "and a limited memory". Mr Schäuble denied that during Mr Kohl's 16 years as chancellor the government was "bought" by illegal donations and dismissed rumours that the French oil company Elf Aquitaine made payments through middlemen to the CDU in order to be allowed to build a refinery at Leuna in eastern Germany. The German parliament recently set up a committee to investigate whether part of the sums paid out by Elf in connection with the deal reached the CDU coffers. While the CDU was in power it could stop MPs gaining access to the government's records of the deal, but Chancellor Schröder's Social Democrats have no interest in preventing full disclosure. The London Telgraph, December 9, 1999 Spy vs. Spy US Kicks Out Russian Diplomat-Spy Eavesdropping at the State Department. SHARM EL-SHEIK, Egypt (AP) -- The United States is expelling a Russian diplomat caught gathering information with an eavesdropping device at the State Department, Secretary of State Madeleine Albright said today. She said the diplomat has been declared unwelcome in the United States and ordered to leave within 10 days. A State Department statement distributed to reporters in Egypt identified the diplomat as Stanislav Borisovich Gusev, a second secretary, and said he was detained for a period by the FBI. Officials in Washington said he subsequently was turned over to the Russian embassy after invoking diplomatic immunity. Albright said Under Secretary of State Thomas Pickering summoned the Russian ambassador to his office Wednesday to protest the eavesdropping. More details of the case were to be released later today, Albright said at a news conference here after meeting with Egyptian President Hosni Mubarak and Foreign Minister Amre Mousse. Neither Albright nor officials in Washington gave any immediate indications of what U.S. government secrets may have been compromised. In Moscow, the Russian Foreign Ministry refused immediate comment on the detention. Boris Labusov, a spokesman for the Foreign Intelligence Service, said he, too, wouldn't comment on the case, but added that the accusations sounded far-fetched. A U.S. official in Washington, who spoke Wednesday night on condition of anonymity, said the FBI and the State Department's Diplomatic Security Service had been watching the diplomat for some time. The listening device was found in what more than one official described as a ``sensitive area'' of the State Department, but officials would not specify when or where. The diplomat was trying to use the listening device when he was apprehended, one official said. President Clinton held a news conference in the building Wednesday afternoon. It was unclear how law enforcement authorities first learned about the diploma t, and officials offered few details about the investigation. The diplomat may also be a suspect in planting the device, one official said. As a result of the immunity claim, the diplomat cannot be charged with a crime. The FBI and the State Department's Diplomatic Security Service turned the diplomat over to the Russian Embassy, one official said. Last week, Russia ordered the expulsion of a U.S. diplomat in Moscow after accusing her of attempting to obtain secret military information from a Russian citizen. Like the Russian Embassy employee here, the U.S. diplomat in Moscow, identified as Cheri Leberknight, a second secretary in the U.S. Embassy's political section, has claimed diplomatic immunity and cannot be charged with a crime. A U.S. official said Wednesday night there was no connection between Leberknight's expulsion and the detention of the Russian diplomat Wednesday. Russian security officials claimed that Leberknight was a CIA agent and was carrying invisible ink and a pocket-sized electronic spy device to prevent eavesdropping when she was detained.
