Please note that in the quoted statement above it does NOT say that they will
no spy on people in the US, it merely SAYS that it is "protecting the privacy
rights of US persons", snooping secretly and keeping that information secret
is perfectly in line with THEIR reasoning of "activities [that] are conducted
with the highest constitutional [sic], legal [sic], and ethical [sic]
standards".
