Absolutely! This rule applies across any discussion of either systemic
government or anarchy. A bully is a bully regardless of title.

How may one have typically governmental institutions in an anarchistic
society? Please elaborate on "police" and, especially, on "military."

True, but these citizen militias are a situational institution. They exist
independent of government--until, of course, they become permanently
installed by those who don't want to bother with the work of self-defense.
Then they become functional governments. :-)

This is anarchy? Sounds more like the current status quo under government

Yep! This is a situational institution which may exist in conjunction with
or independent of government (e.g., Chicago c.1920)
