The weekly also reports that arms, coming to Kosmet from various directions, including the NATO depots, now represent a special kind of trade, reaching even Chechnya. This regards large quantity of light and heavy weaponry, even 100,000 pieces of automatic riffles, pistols and machineguns, large quantities of ammunition and mines, the weekly reports. The rule of the physically stronger is in effect in Pristina, Prizren, Drenica and other places - centers of criminals who illegally came from Albania and Macedonia due to open borders. "Borders are still open, in spite of the KFOR claims that they are being better protected. Numerous gangs came to Kosovo from the neighbouring countries. The prosecutor said Kouchner, as special representative of the U.N. secretary-general and UNMIK head, with full awareness violated Security Council Resolution 1244 by implementing it wrongly and acting contrary to the intentions inherent in its adoption. Instead of realizing this resolution and securing peace and safety for all citizens of Kosovo and Metohija province, Kouchner did nothing to prevent actions by the terrorist organization, the so-called Kosovo Liberation Army (KLA), and failed to carry out the disarming of this ethnic Albanian organization, said the statement. Kouchner also adopted decrees and other documents for which he was neither authorized nor responsible, the prosecutor said. The prosecutor's office suggested Kouchner be placed in detention, and, in the event of his failure to respond to the court summons, an international want circular could be sent out to bring him to justice for the committed crimes and genocide against Serbian people and other non-Albanians in the territory of the southern Serbian province, the statement said.
