GOVERNOR GEORGE W. BUSH says his wild years are behind him. And from the
looks of his portfolio, it's true; a handful of mutual funds and some sleepy
blue chips sitting in family trusts are all that's left. But it wasn't always
thus. Back in 1990, Bush took heat for a little insider-trading activity. He
sold $828,560 worth of Harken Energy (HEC) stock just one week before the oil
company -- where he was a board member -- posted unusually poor quarterly
earnings. The stock plummeted for the next six months. An investigation by
the Securities and Exchange Commission turned up nothing. And just last year,
the sale of the Texas Rangers turned Bush's original investment of just over
$600,000 into an estimated $14.9 million.

George W.'s wheelin'-and-dealin' days, it seems, are over now. According to
Bush's campaign spokesman, the money from the Rangers sale has been stowed in
a blind trust. Bush also consolidated much of his stock portfolio to avoid
conflicts of interest. (He made a tidy $100,000-plus on the sale of Advance
Paradigm (ADVP) in the process.)

What's not hidden in blind trusts or sold off is what we see below: pretty
tame stuff. In fact, says David Yeske, the stocks look like "the kind of
collection that could equally have come from a stockbroker's recommendation
or someone just picking up whatever they heard talked about at cocktail
parties."

The planners all noted, however, that Bush has above-average mutual funds,
the bulk of which are from the American family of funds. All except SmallCap
World (SMCWX) are four- or five-star funds as rated by fund-tracking firm,
Morningstar. While the fees on these funds are high -- Amcap (AMCPX), for
example, carries a 5.75% load -- the Bush family probably received a reduced
load of 2% for an investment that exceeds $500,000.

How does "Dubbya," the investor, stack up to the scrutiny of Dee Lee? Despite
the meager portfolio that we can see, Lee says the Texan is "money-savvy, a
risk-taker," as evidenced by the Rangers deal. For that, she gives him a
"seven or eight" out of 10.
