Well, good to know he is conforming so well to the "conservative" agenda.
While we're at it let's lift all those darned old restrictions, like the
proscriptions against human experimentation, and operations against people in
the USA.  They're just such a damned nuisance, after all if your "law
abiding" you shouldn't care if they are peering into your home and private
life, should you?  Remember that recent ruling by the courts that the police
don't need a search warrant to scan your house with an infrared or heat
sensing device (in order to look for illegal "pot" growing).  Never mind that
they could just as easily see you and what you're doing at the same time, but
that's not an invasion of privacy. . . certainly not.

Bauer Urges Easing CIA Restrictions

NEWTON, Iowa (AP) - Conservative activist Gary Bauer called Wednesday for
easing restrictions on CIA operatives working to gather information abroad
about terrorist groups.

``I don't understand many of the restrictions in place for the CIA,'' said
Bauer. ``They've got the ability to discover in foreign countries what might
be planned or what might be happening with certain terrorist groups.''

Bauer pointed to recent arrests made of people who crossed into the country
carrying terrorist material as evidence that intelligence-gathering needs to
be strengthened.

``There are a lot of bureaucratic hurdles that the agency had to jump though
now that they didn't in the past,'' Bauer complained. This caused, he said,
``a very bad decline in the morale of the agents and the sense they had to be
so careful about how they used informants ... that we were missing out of a
lot of very important information. There have been a number of embarrassments
lately.''

Former CIA director James Woolsey has complained that rules governing how
foreigners are used as informants have become overly restrictive, preventing
operatives from using as informants human rights violators.

As he opened a two-day campaign swing in Iowa, where caucuses Jan. 24 launch
the presidential nominating season, Bauer pointed to the border episodes as
evidence that intelligence gathering is lacking.

``I think we've got to be more serious about securing our borders,'' said
Bauer. Bauer said he spoke with Woolsey about the issue and shares his
concern. ``In the last 20 years we've put restrictions on both the CIA and
the FBI on what they are allowed to do to counter situations like this.''

Bauer said he favored the restrictions on the FBI, but argued for loosening
procedures for CIA agents abroad. He quickly added that he favors a ban on
the CIA operating domestically.

The CIA rejects suggestions that the restrictions interfere with intelligence
gathering.

Bauer's comments came during a town meeting in this city 35 miles east of Des
Moines, attending by 10 supporters. Bauer is seeking the GOP presidential
nomination and most of his rivals have taken the holidays off. The campaign
was to underscore his commitment, Bauer argued.

``I decided I would work harder than anybody else,'' said Bauer, who conceded
he had concerns about scheduling a campaign trip during the busy holiday
season.

``I was afraid I'd be talking to myself,'' said Bauer.
