A RECIPE FOR CROWD CONTROL It takes advance planning. You will need to recruit agitators who will mix with the crowd and, at critical times, shout things like this: "Death to the pigs!" or perhaps, "Down with the greedy pigs; let's get �em!" Another group you will need to employ would be vandals, people who like to break windows and do property damage. (They can easily avoid police since the police will be very occupied dealing with the crowd. In fact, you need to be sure that the police have orders not to leave their posts). All of this is necessary because if the crowd does not become violent there will be no pretext for a declaration of martial law, no pretext for the police use of "rubber bullets", tear gas, or pepper spray, no pretext for confiscation of gas masks (as happened in Seattle) or body protectors, no pretext for mass arrests. Once there is violence the protestors be stripped of all defenses because martial law SUSPENDS ALL CIVIL RIGHTS. . The location of problem crowds is important. It is necessary to have a mayor who can be pressured into declaring martial law. This is much easier to arrange if your vandals have broken enough windows and used enough spray paint on buildings. It is also much easier if that mayor can be threatened with national guard troops, or other military units, and if he is basically an insecure person who lacks confidence in his own decisions. Federal and state officials could be telling him, "If you don't put a stop to it we will send in the troops, and that will make you look stupid and ineffective." A short-sighted police chief is also useful. The best kind is one with military experience who is prepared to conduct the crowd control situation as if it were a military operation....someone who obeys all orders without question, someone who is not used to thinking about the morality or consequences of his actions. Press releases are important. They should contain an ample sprinkling of words such as "anarchists, troublemakers, dissidents." Pictures used by the press should avoid showing the messages on the signs carried by the demonstrators. They should also avoid showing pictures of the overall size of the crowd. Make sure people in authority give low estimates of the numbers of protestors involved. Good and numerous pictures of property damage will also be helpful. Under no circumstances are pictures of injured demonstrators or pictures of police clubbing or dragging demonstrators over rough pavement to be printed in the public press. Now we need to add the last ingredient: a very angry public. Let the mix simmer. Will it boil over again? READ THIS NEWSLETTER AND THEN GIVE IT TO A FRIEND.
