Hawaii Representative Cynthia Thielen Receives Hempy Award For Bringing
Hemp  Back to America

The 1999 Hempy Hempster of the Year Award has been given to Rep Cynthia
Thielen (R-Kailua Bay) for her dedicated political action in the name of
the hemp industry. Thanks to Ms Thielen's political savvy, Hawaii became
the first state in the union to plant industrial hemp in 40 years.
        Undaunted by political naysayers, Ms Thielen pushed legislation for
research cultivation through Hawaii's Legislature in May of 1999, and the
bill was signed by Governor Cayetano in July. The purpose of the research
is to develop high yielding sub-tropical seed varieties of hemp that will
eventually be useful in the Southern U.S. as well as in the developing
world.
        Ms Thielen then found a sponsor, Alterna's Professional Hair Care
Products, to fund the research project and connected them with Dr. David
West, one of the nation's foremost plant geneticists. Under Thielen's
supervision, West managed the construction of the quarter-acre facility,
which included the installation of barbed wire fences and security
equipment. (Note: Hemp is a variety of the cannabis plant and since the
Drug Enforcement Agency refuses to distinguish between industrial and
medical cannabis, permits for hemp growing are the same as with marijuana.)
Once the facility met DEA codes, Thielen went worked to receive state and
federal permits to grow so that seeds could be planted in the 20th century.
She was successful with two weeks to spare. On December 14, with hemp
industry leaders in attendance, the seeds were planted and hemp history was
made, thanks to the undying faith and perseverance of Ms Thielen.
        "As you read this, the hemp seed is germinating in the Hawaiian
soil." Ms Thielen said in a press release on the day of the event. "We
succeeded in the first step of bringing this plant back to its rightful
place as one of America's valued agricultural crops!"
        Ms Thielen is a self-described pro-business Republican, but that
hasn't stopped her from being involved in progressive issues. Although Ms
Thielen has championed environmental causes before, the industrial hemp
issue was introduced to her by her son, Peter Thielen, owner of Island Hemp
Wear. The mother of four children, Ms Thielen has practiced Land Use and
Environmental Law and has represented the group, Protect Kaho'olawe 'Ohana
in its successful efforts to return the island to the people of Hawaii.
Representative Thielen has served in the State House since 1990 and in 1992
she received the Common Cause Legislative Award. She currently serves as
the Hawaii Legislature's Assistant Minority Floor Leader and serves on the
Board of the North American Industrial Hemp Council.
        "Cynthia Thielen has done something that most of us only dream of,"
said Hemp Pages Publisher Mari Kane. "She has worked through the system to
achieve her goal of growing legal industrial hemp. By doing so, she is an
inspiration to all of us, especially women in the hemp industry. My hemp
hat is off to her."
        The Hempy is an award given annually to those companies and
individuals who have made a significant contribution to the advancement of
the hemp industry.
        From 1994 to 1998 the Hempy's were administered by HempWorld - The
International Hemp Journal, but since the magazine folded in early 1999 the
duty of giving the Hempy Award has fallen on HempWorld's sister
publication, Hemp Pages- The Hemp Industry Source Book. Both publications
were founded by publisher Mari Kane who currently serves on the Boards of
the Hemp Industries Association (HIA) and CAlifornians for Industrial
Renewal (CAIR).  Past Hempster of the Year Awards went to actor Woody
Harrelson, Colorado Senator Lloyd Casey, and Kentucky school teacher Donna
Cockrel.
