RICO Laws should be repealed. They serve no purpose other than
government oppression.
The RICO act should be called the RENO Act, as it
is one of her favorite tools to harass(pronounced 'ha - rASS', not 'ha -
rESS') Americans.
As for your question:

According to the Bible this
"Christian Culture X" as you call it, is realized in the future
universe-wide "Kingdom of God".
Because of mankind's corrupt
human nature, he will never establish this kingdom without God. The Bible
says flesh and blood cannot inherit this kingdom. Only after the King,
who according to Christianity, is Jesus, who is God, the Creator mentioned
in the Declaration of Independence, returns and changes us from corruptible
flesh to incorruptible spirit can this kingdom be set-up.
But for now,
mankind, in his total state of Babylonian confusion, will never produce a
utopian "Christian Culture X". Christians can, however,
influence government and society, with basic Christian morals and
principles. The reason you cannot find the answer you are looking for
is because, at present, it cannot exist. There can be no evil in the
Kingdom of God.
