-- Saying that the Republican Party has been unfairly called
isolationist, House Speaker Dennis Hastert said Monday the key to a
"global world" is free trade and a strong military presence.
Speaking before the Mid-America Committee Leadership Luncheon, Hastert
criticized Democrats as "the true isolationist party in America today,
" saying the GOP has taken a leadership role on such issues as the
North American Free Trade Agreement and allowing China to join the
World Trade Organization.
"Free trade has transformed state-run economies and empowered the
individual in countries where the individual has no other source of
power," Hastert said. "Free trade is the road to democratic change
(and) as such is one of the most powerful tools for weakening and
changing authoritarian regimes."
Hastert added that free trade "helps fund our defense, counter-drug,
counter-terrorism and foreign policy objectives, and called on
President Clinton to match what he called "rhetoric" with action on
trade legislation.
"Continued organized Democratic resistance to free trade legislation
threatens to chill economic growth in the United States and undermine
U.S. economic relations overseas," he added.
Hastert also called for a revamping of U.S. intelligence and military
objectives, saying the Republican-controlled Congress is ready to back
initiatives to fight terrorism and illegal drug production in places
such as Colombia.
"While the outcome in Colombia will pose no direct threat to our
territorial integrity, the loss of this key South American democracy
would pose a direct threat to all Americans," he said. "Colombia is
already the No. 1 source of illegal narcotics in the United States and
the ascendancy of narco-terrorists will cripple our efforts in
Colombia to stop this traffic in human grief."
Invoking the name of former President Reagan twice, Hastert said
Republicans were not against overseas military intervention but that
"sometimes a decision not to act is not isolationism, it is instead
prudence and fully in the mainstream of American tradition."
He added, "When we, as Republicans, ask the president to explain to us
why intervention is in the national interest, why such intervention is
necessary to protect our freedom and our way of life, those are not
the questions of isolationists, but rather they are the voices of
common sense Americans."
Hastert's speech in his home state came less than a week after he
endorsed Bill Brady in the Illinois 15th Congressional District
primary over Sam Ewing, the son of retiring incumbent Rep. Tom Ewing.
"Mr. Hastert is not a well-known person outside of political circles,"
said Sam Cove of the University of Illinois Institute for Government
and Public Affairs in an interview published Sunday with the Champaign
(Ill.) News-Gazette.
"If he was, the endorsement might have an even more significant
impact, both negatively and positively."
The story went on to quote a recent survey by Esquire magazine that
indicated 87 percent of the public had neither heard of nor had any
opinion of Hastert.
