-Caveat Lector- <A HREF="http://www.ctrl.org/"> </A> -Cui Bono?- Presidential candidate Keyes calls Panama Canal treaty 'stupid' By GREG SMITH CEDAR RAPIDS, Iowa (January 13, 2000 10:13 a.m. EST http://www.nandotimes.com) - Republican presidential hopeful Alan Keyes said Wednesday that the Panama Canal treaty was a "stupid mistake" and that he would take steps to put the canal back under U.S. control if elected president. Last month, the United States turned control of the canal over to Panama as called for under a 1977 treaty, which Keyes said he did not support. "I thought it was a stupid mistake," he said. Skeptics, including Keyes, believe the Chinese may be seeking ways to gain control of the strategic waterway. "I think we're in a situation now where it would be folly to wait until the Communist Chinese get some kind of entrenched foothold in Panama," Keyes told about 200 people Wednesday during a question-and-answer session after a speech to the local chapter of the National Contract Management Association. "And so I would be inclined to look at that situation, make the assessment that the treaty was no longer (consistent) with American security and take the canal back - as quickly as possible," the former radio talk show host said. Keyes said the Clinton Administration has "stupidly decided" to share technology with China that he said would allow the Chinese to more quickly close the gap on U.S. military superiority. "What happens when their technology neutralizes that technological advantage?" he asked. "I'm a generous guy, but I think sharing with people things they can use to blow you up and kill you maybe is going a little far." With its military technology upgraded and the flexing of its economic muscle, Keyes said China could be the "most implacable and formidable adversary" the country has ever faced. "I am not sure we're ready for it, partly because we don't understand their complexity and partly because we're too arrogant," he said. "We're too satisfied with ourselves.
