What is really happening here is a scuffle between oil companies. They
appear to be the ones who decide foreign policy everywhere. They've always
been willing to deal with and become scalawags in order to maximize profits.
What was that old saw about "willing to steal the pennies from his dead
grandmother's eyes"? It's antique, but it defines oil company practices and
(come to think of it) a lot of the past and current foreign policy around.
