Russian tanker smuggled Iraqi oil

WASHINGTON, Feb. 7 (UPI) -- A Russian merchant vessel stopped by
a U.S. Navy ship enforcing economic sanctions against Iraq was
carrying Iraqi oil, according to documents found on the ship and
chemical analysis of the cargo, U.S. Central Command said Monday.

"Evidence has been gathered and analyzed that conclusively
supports the determination that the Volgoneft-147 smuggled
illegal Iraqi oil, in violation of United Nations Security
Council Resolutions," Central Command announced.

Samples of the oil on board the Volgoneft-147 were subjected to
high-resolution capillary gas analysis late last week that proved
the oil originated in Iraq, officials said.

The Navy team also found documents indicating that the oil is
from Iraq, which has been under economic sanctions since the 1991
Gulf War. The documents came from the stateroom of the first
officer, who is an Iraqi national.

Navy inspectors said the ship's navigation computer and
handwritten chart markings also show a transit route from Iraq,
through Iranian waters to the United Arab Emirates.

The ship was detained Feb. 2 by U.S. forces participating in the
Maritime Intervention Force on suspicion it was carrying
contraband. The ship has been sent to Oman, where the diesel fuel
and vessel will be sold or used by the government of Oman,
according to its own laws, Pentagon spokesman Rear Adm. Craig
Quigley told reporters.

Oman says the Russian vessel will not be impounded and will be
free to go with its crew -- including the Iraqi national -- after
the oil is unloaded, according to the official Omani News Agency.
That process will take 24 to 48 hours to complete.

"In accordance with an understanding between Oman and each the
United States and the Russian Federation, and in accordance with
U.N. Security Council resolutions, Oman will undergo its
responsibilities and unload the shipment. As soon as that is
done, the transport vessel will have the freedom to sail to any
destination it wants," said Senior Foreign Ministry official Badr
bin Hamad bin Hmoud al-Bous'edi on Monday, according to the Omani
News Agency.
