John McCain's GOP presidential bid appeared likely to benefit from the surge, with many Democrats saying they were switching to the Republican Party to support the Arizona senator. Under California's confusing new presidential primary rules, voters who want to back a Democratic or Republican candidate must be registered in that party for their votes to count toward the nomination.
