Whatever issues you think are important, whether it is private property, the endangered species act, farming, forestry, grazing, mining, the roadless issue, watersheds, ecosystem management, wildlife refuges, Wildlands Project and countless other issues - it is CARA-Lands Legacy that will fund them all. Republicans must understand that CARA is really a bill for funding the cultural genocide of the rural parts of their district. For Republicans it is committing long term political suicide. By forcing their rural families into the cities, they are driving them right into the arms of the Democrats . . . . and Al Gore. The Conservation and Reinvestment Act (CARA), HR 701, as expected, added over one hundred fifty cosponsors today, bringing its total cosponsor list to approximately two hundred ninety-two members of Congress. CARA, which is President Clinton's Lands Legacy in legislative form, has been cosponsored by 90% of Democrats in the House of Representatives, and was approved unanimously by Democratic members of the Resources Committee. However, as CARA's threats to land owners, including massive adverse condemnation of private property, have become more clear, Republican support is questionable. A large majority of the bill's cosponsors are now Democrats. A majority of Republican members did not support CARA when it was voted out of the House Resources Committee last November. The bill's sponsors twisted arms for nine months throughout 1999 and repeatedly claimed they would win over a majority of the committee's GOP members. Despite a multi-million dollar lobbying effort by interest groups profiting from CARA only 13 of the committee's 28 Republican members voted for the bill. Two of CARA's cosponsors did not vote for it in committee. Two more who didn't vote signed the desenting views. And CARA's support within the Senate Energy and Natural Resources Committee is even weaker. American Land Rights Association (ALRA) Executive Director Chuck Cushman believes CARA will ultimately fail, like previous billion dollar land grab legislation did eleven years ago. "The American Heritage Trust Act (AHTA) had over 250 cosponsors in 1989. But its support was a mile wide and an inch deep. AHTA's backers got greedy and loaded up the bill with so many special interest favors and pork that it sank of its own weight. CARA is heading in the same direction," said Cushman. "Will the Republican leadership move a bill that is central to the Clinton legacy, and fulfills one of Al Gore's campaign promises?" he added. Even though it honors President Clinton's request for a legacy, CARA is actually sponsored by Republican Congressmen Don Young of Alaska and Billy Tauzin of Louisiana. The reason is pork - cold hard cash. CARA's distribution formula guarantees $313 million per year for Louisiana, one of the poorest states in the U.S., and provides a subsidy of $272 per person per year for every resident of Alaska. The average state benefits less than $11 per capita. CARA-LAND LEGACY CAN BE BEATEN On the surface it looks like a very difficult task to defeat CARA in the House. Just on numbers, there are more sponsors than the number of votes it takes to get CARA-Lands Legacy passed in the House. But things are often not what they appear in Congress. CARA's key sponsors have twisted arms, pressured members and even threatened some with losing key district assets if they did not sign on as a co-sponsor. This last few weeks has seen a level of nastiness by key sponsors that defies anything we've seen in 27 years. They've got co-sponsors but real support is doubtful. Most of the new co-sponsors are Democrats coming over from the George Miller (D-CA) sponsored Trust Fund bill. It also appears that most Republicans have never actually read the bill themselves. It seems unlikely that the House Leadership will provide Clinton with a legacy and Gore with help in this fall's campaign. That is if our side does our job. If not, the House Leadership may give in. What you do below will make the difference. And those of us who fought the American Heritage Trust in 1988 and 1989 know that the supporters of this bill have many more hurdles to get over. Because a number of members are not strongly committed to the bill, a good number will likely not support it when it comes to a vote. That will depend on how much pressure you put on them over the next month. And the supporters must get through the Senate Energy Committee that is not at all warm to CARA (S-25), the Senate version of HR-701. As we said earlier, most of these members don't know much about land acquisition or CARA and it's up to us to educate them. And it must be done fast. The Senate will be watching to see if you can create controversy in the House. If so, it probably will not gain support. But you must create the controversy. The message all these new co-sponsors should send to you is that the land trusts, environmental groups, state and Federal agencies that will get hundreds of millions of dollars from CARA have been pounding on your Congressman, and our side has not been doing our education job. We can and will do better. CARA-Lands Legacy is where the Greens are going to get the money to achieve the Wildlands Project and all their other dreams. Many of our groups have not really paid much attention to CARA. It is vague and far away where as their road access or farm is close by and tangible. But if you don't stop CARA, then you'll get many more takings, land acquisition, regulations and rules. CARA-Lands Legacy is actually an incentive for the Greens to increase their appetite. In many ways, the co-sponsors have done you a favor by coming out this early. You know who you have to concentrate your efforts on. Whether we win or lose will depend on what you do in your Congressman's district and with him personally to get his attention. He or she must know that they will be held accountable. Most of these co-sponsors signed out of ignorance. They don't understand the implications of what they are doing and only you can tell them. And you must. WHAT YOU MUST DO IMMEDIATELY! We still have an excellent chance to defeat CARA if your act quickly. 1. Review the list of Congressmen below to see if your Congressman has sold you out by signing up to co-sponsor CARA-Lands Legacy. 2. Call him or her immediately at (202) 225-3121 to complain. Let him know in a respectful way that you are going to inform as many people as possible in his district about his taking a position against property rights. If he is a Republican, ask why he is providing the Clinton/Gore team an opportunity to achieve a legacy they could not otherwise achieve. Ask why he is helping Al Gore win in November. 3. Ask that your Congressman certify to you in writing that he has personally read HR-701 (CARA) as passed in the House Resources Committee. It is hard to imagine how any self respecting Republican who cares about property rights could move forward supporting all the conditions George Miller and the Democrats forced into the bill to get it passed. 4. Call or fax the Speaker of the House Dennis Hastert (R-IL) to urge the Republicans to hold their ground and not give in to Democrat blackmail.
