Legal Foundation Says: The Clock Is Ticking, Mister  President

 (CNSNews.com) - The Southeastern Legal Foundation (SLF), after
filing two formal legal ethics complaints against President
Clinton with the Arkansas Supreme Court Committee on Professional
Conduct, have a message for President Clinton: Mister President,
the clock is ticking. What will you do?

 At issue are comments Clinton made about the case during the
President's Wednesday news conference at the White House.

 The ethics complaints filed recently by the SLF stem from
Clinton's testimony in the Paula Jones case. The President has 30
days from the filing date to respond. Clinton, during his news
conference on Wednesday, said he settled the Jones case "because
I thought that it was wrong for the president to take an hour,
much less a day, much less weeks away from the job of the
American people for anything that could be a distraction."

 "The Arkansas rules are clear", SLF President Matthew Glavin
told

 CNSNews.com, "Attorneys who do not respond to formal complaints
are subject to additional and enhanced penalties, including
disbarment. Look, the clock is ticking, the President has 30 days
to respond. He said today (Wednesday) that he's not even going to
spend an hour on it."


 Glavin thinks Clinton's latest comments could alter the strategy
of the Arkansas Supreme Court Committee on Professional Conduct
on the Clinton case.


 "Their rules are clear: Rule 5 - Failure to Respond. An
attorney's failure to provide, in the prescribed time and manner,
a written response to a formal complaint served shall constitute
separate and distinct grounds for the imposition of sanctions
notwithstanding the merits of the underlying, substantive
allegations of the complaint. Or it may be considered for
enhanced sanctions imposed upon a finding of a violation of the
rules. Failure to respond to a formal complaint shall constitute
an admission of the factual allegations of the complaint and
shall extinguish a respondent's right to a hearing," Glavin
quoted from the Arkansas Supreme Court rules.
