The Chinese smell blood, especially Gore's, and are eager to ease tensions between the two countries to help Bradley and Gore win the presidency. "Today I proclaim that the Clinton Administration's policy of working with China despite allegations of human rights abuses, unfair trade practices, illegal missile transfers and nuclear espionage, will also be the Bradley-Gore Administration's policy," Gore said. Gore made the announcement at a U.S./China joint military exercise at a secret training facility near Barstow, California. Gore even got in some training of his own, driving a M1 tank around the desert. A self avowed techno geek, Gore delighted in driving the tank as fast as he could. At one point Gore, attempting to play a joke, aimed the tank's turret at a row of journalist on hand covering the event, and accidentally fired a round over their heads. Fortunately no one was injured, but an unattended CNN satellite truck suffered a direct hit. Gore said he sees a future where America's relationship with China moves from a policy of "constructive engagement", to a policy of "constructive entanglement".
