-Caveat Lector- <A HREF="http://www.ctrl.org/"> </A> -Cui Bono?- New gang ordinance passes The Chicago Tribune's coverage of this story Chicago's City Council has overwhelmingly passed Mayor Daley's new anti-gang loitering ordinance in spite of some angry protests. The vote Wednesday afternoon was 44 to five. It came after more than three hours of speeches by council members. The ordinance is a rewrite of the city's anti-gang ordinance that was thrown out last year by the U.S. Supreme Court. The high court said the law was too vague. The new ordinance says police can only break apart groups of people in "hot spots" or areas known for gang and drug activity. Advocates of the ordinance say it's the most effective way to reduce gang activity. But the ACLU said late Wednesday the loitering law will just encourage "street sweeps" that will result in the arrests of innocent people.
