-Caveat Lector-

Remember the fact that we recently discovered the NSA encryption key built
into Windoze products? Here's a VERY interesting related (imho) development
!

This is from a U.S. government briefing on cyberwar & trade war between U.S
and EU.

U.S. new policy on ENCRYPTION / U.S. lobbies EU on behalf of MONSANTO

(note: the URL above may become broken in transit. paste ALL of the text
between [brackets] above to read the original full briefing transcript,
which also contains information on the U.S. government's continuing lobbying
efforts on behalf of MONSANTO's rGBH and other GM/GE genetically modified
FRANKENFOODS .. the transcript is pretty long, but shows the U.S.
government's VERY STRONG commitment to pursuing a trade war with Europe on
behalf of Monsanto.)

There is an EXTREMELY clear aspect of class-warfare involved in the
Frankenfood issue- "lower" class- poorer, less educated, persons with less
options (unnecessary baggage to the elitists) will never know what hit them
when their diets are invaded by Frankenfoods.... NWO Malthusian practice in
action.)

Transcript: Aaron, Morningstar, Siddiqui Briefing in Brussels Sept. 17

(U.S. officials "encouraged" by meetings at European Commission)

Representing the United States were Under Secretary of Commerce David Aaron,
Ambassador to the European Union Richard Morningstar, and Special Assistant
for Trade Issues at the Department of Agriculture Isi Siddiqui. The three
men held a joint press briefing afterwards at the U.S. Mission to the
European Union (EU) to report on the meetings and to answer questions about
the issues.

Following is a transcript of the briefing:

U.S. MISSION TO THE EUROPEAN UNION PRESS BRIEFING

AMBASSADOR DAVID AARON, UNDER SECRETARY OF COMMERCE

DR. ISI SIDDIQUI, SPECIAL ASSISTANT FOR TRADE ISSUES, US DEPARTMENT OF
AGRICULTURE

AMBASSADOR RICHARD MORNINGSTAR, U.S. AMBASSADOR TO THE EUROPEAN UNION

SEPTEMBER 17, 1999

BRUSSELS, BELGIUM

UNDER SECRETARY AARON: I'll just say a very few words on each on the issues.
I understand that you have been briefed on who I've met with so far today,
and I might just go down and just give you a sense of the character of the
discussion.

[Excerpt]

Q: The U.S. Government has announced something on encryption, export
controls on encryption equipment. Can you say what's happened there and what
the impact on U.S. exporting firms might be?

UNDER SECRETARY AARON: Yes. Under the new policy that was announced
yesterday, essentially, after a one-time review, encryption products of any
key length will be exportable throughout the world, except to the "terrorist
seven", as they call them, but they will be able to go to any civilian
entity, business, non-governmental institution, so forth, without
restrictions. We think this is a useful step, an important step, that will
strengthen the opportunities for electronic commerce, that will provide
greater security and privacy, and that it's a necessary step in view of the
evolution of both the technology and the marketplace. At the same time, we
will be seeking authority from the Congress to take certain steps in regard
to computer security within the United States. But as far as the export
control dimension of this is concerned, I think this is going to be a
dramatic simplification, and streamlining of the procedures and should go a
long way toward meeting some of the concerns that both customers and the
industry itself have been expressing over time. Indeed, I spoke to a
European representative of an American firm today, at lunch, who told me
that they were quite pleased, and they felt that this would put them in a
much stronger position to compete effectively in this market.

Q: A quick question on the hormone-treated beef. The sanctions you now
have on European products - could one imagine that this will go on for
years if there is no new proof?

DR. SIDDIQUI: Our position has been that before those sanctions, or
withdrawal of concessions, went down on July 27, our efforts were to
avoid that, if we could get some kind of date-certain lifting of the
ban on hormone-treated beef. That was not coming, the proposals to
compensate for this market loss, that was not forthcoming, so
essentially we were forced into that situation. We are hoping that we
can resume trade of hormone-free beef, which was going on to the tune
of about 25 to 30 million dollars a year, that was stopped in July.
That's the hormone-free beef, and then of course, because of the ban,
we are hoping these 17 studies will be completed. Our scientists
believe that there is no new information forthcoming. It may be a new
interpretation of existing published information, but no new
information. We are hoping we can get some kind of commitment to lift
the ban, and let the consumer decide. The USDA has offered that we'll
label the beef as product of the U.S.A. Everyone knows in the E.U.
that we have beef which is raised with the help of hormones to promote
growth. Let the consumers decide whether they want to buy U.S. beef or
non-U.S. beef.

Q: But in your scientists' opinion, there will probably be no news in
these 17 studies?

DR. SIDDIQUI: This is what our Food and Drug scientists are saying,
and these are scientists who are very much in touch with the
international scientists from the Codex Alimentarius as well.

UNDER SECRETARY AARON: I think even today, there was some suggestion
that the Commission itself did not expect any revolutionary new
findings as a result of these studies.

DR. SIDDIQUI: And by the way, on the hormone-free beef, in the past
this has been a program between U.S. feed lots and the EU Commission.
In June, we offered that USDA will provide oversight to make sure that
hormone-free beef was indeed hormone-free because there were some
examples a few suppliers had supplied which was not properly
segregated. And so those assurances and work plans have been submitted
to the Commission, and we are hoping that we will be able to resume
the shipments of hormone-free beef as well.

Q: Just an interesting comment you just made about the Commission, not
really thinking that there is going to be anything new in these
studies. I am getting the same impression talking with Commission
officials, but we need to step back and recognize that this is not
about scientific studies. It is about the politics surrounding the
whole beef hormone issue. How we can we go beyond the scientific
debate, and try to convince Europeans that it is not dangerous to
consume the hormone-treated beef. Do we need to go directly to the
consumers to make that argument, or do you have to have some more
scientific studies because we already have...

UNDER SECRETARY AARON: I think we have the scientific studies coming
out of our ears now and they all demonstrate that there is no problem.
I think that is up to both the exporters and the importers, if they
are allowed to bring it in. And it may well be that it will prove
unpopular in Europe, but we would like to have the opportunity. We
will see what happens.
