GREENSPAN: DON'T SPEND SURPLUS YET By Alice Ann Love, Associated Press Writer The Oregonian, Feb. 24, 2000 WASHINGTON -- Federal Reserve Chairman Alan Greenspan made another appeal to lawmakers Wednesday to hold off committing projected government surpluses to new programs, at least until better predictions are available. "All I say, all I'm asking in effect, is just to delay for a while until we have a better grip on what the true balance in the federal government accounts is," Greenspan said. The chairman of the nation's central bank was answering questions in an appearance before the Senate Banking Committee to deliver the Fed's semiannual report to Congress. He gave similar testimony in the House last week. Greenspan said that Fed policy-makers are taking a cautious approach to the nation's unprecedented economic boom - remarks that have put financial markets on notice that another interest rate increase is likely soon. On Wednesday, the Dow Jones average of industrial stocks fell about 79 points to close at 10,225.73, compared with a sharp 250-point drop Friday that followed Greenspan's House testimony. The Fed chairman said he expects the economy to remain strong and noted that Americans at all income levels are benefitting from the current prosperity. "The distribution of income, which had been increasingly skewed to the upper incomes through most of the 1980s and 1990s stopped in the middle of the decade and everybody has been growing by the same amount," he said. Meanwhile, inflation is still largely absent. "I can't find it no matter where I look, with the possible exception of oil prices," Greenspan said. But he cautioned that tight labor markets and a continued consumer spending spree present potential price pressures too great to ignore. If Fed policy-makers don't pay attention to those factors, "then we are like the boat heading towards the dock and instead of turning so we don't go slamming into the dock, we go straight into the dock and find out that we should have turned at least partially in order to come into ... a soft landing," Greenspan said. Many private economists believe the Fed will opt for at least two more quarter-point interest rate increases at the central bank's next meetings in March and May. Since June, the Fed has pushed up its target for the federal funds rate, the interest that banks charge each other, to 5.75 percent in four quarter-point moves, the last one occurring Feb. 2. For lawmakers, Greenspan said the lingering uncertainties of the economy should prompt wariness about making new commitments for future government spending. "I would submit that irrevocable or almost irrevocable programs that are put in place now strike me as risking the possibility that we may be wrong on this surplus," said Greenspan. The reasons behind recent "tax surprises" that have overstuffed government coffers in recent years are not entirely understood by economists yet, Greenspan said. Therefore, it is difficult to predict whether they will persist. For that reason, he said he believes using surpluses to pay down the national debt is the best thing lawmakers can do for now. Until surplus projections are more certain, Greenspan said, "I've argued that we should allow the surpluses run and ... reduce the debt outstanding." However, if political pressures on lawmakers to use surpluses to offer goodies to voters are too great in this election year, the Fed chairman said, he would prefer a tax cut over new spending programs. President Clinton's final budget projects that the $3.7 trillion publicly held portion of the $5.7 trillion national debt could be eliminated by 2013, making the government free of debt to the public for the first time since 1835, when Andrew Jackson was president. Clinton has also proposed extensive new government programs, however, including an expansion of Medicare to include prescription drug coverage. Republicans, meanwhile, are pushing for large tax cuts.
