We already have enabling legislation, the 1996 Recall and Initiative Act whereby even the Premier can be recalled. Estimates of Internet penetration vary from 25 to 55%. The public is accustomed to computer booths in public places through freenets and Human Resources Job Finding kiosks. Mr. Perot could use his computer company to invest in a province-wide system of coin-operated public access computers so that all voting citizens would have access to the CITIZENS' PARLIAMENT. Vancouver and other BC cities already have voting machines which are just digital scanners. These too could be expanded and left up year round. As former Premier Vander Zalm said on "The End" last week, THIS IS NOT A DEMOCRACY. (At most it is a vestigial democracy or as Diane Francis once said, they run DICTATORSHIP IN SHIFTS). FWP.
