I recently received the following e-mail:
"I will be turning 18 this October, which means that I will be able to vote
in this year's elections.  But I really know nothing about politics and
government.  I was wondering if you knew any websites that teach the basic of
politics so that I can understand the latest news and its significance, and
so that I will have a more informed idea of who to vote for."
I replied as fast as I could:
"Your question is the most important one any reader has asked me in the time
I've been writing this column.
"I would start by reading the Constitution of the United States and the
amendments to it, with primary emphasis on (a) the powers of the federal
government versus the states, (b) the duties and responsibilities of the
President (Article II of the Constitution) and (c) the duties and
responsibilities of Congress (Article I).
"My next step would be to learn about the most significant issues facing our
country today.  A good place to start is the January 22 issue of the magazine
CQ Weekly, the most informative publication about government, probably
available in your public library or a nearby college or law-school library.
You need to follow what happens on those issues in the newspapers (the best
ones are freely accessed on the Web and many important articles can be linked
from Votenet) and in the broadcast media.
"The third step is to learn about the candidates:  who are they and where do
they stand?  For the Presidential candidates the media are good sources.
"With your diligent, responsible attitude, you're going to be a model
citizen."
