I would say it is absurd on the face of it.  Water, in the course of its
history on earth, comes in contact with numerous solutes, each of which,
according to this "theory" would produce "clusters".  How then is the homeo
remedy "potentized" (to use their strange terminology) only for the solute
the homeopath just added?  Wait - I know - adding a new solute breaks up
any existing clusters.

But, how about when the solution is consumed??  Even more solutes are then
added in the stomach or bloodstream.  Do those solutes break up the
clusters from the solute the homeo added??  And around and around we
go..........

To claim that such clusters, if they existed, could somehow mimic the
original solute is an even bigger reach.  They are furthermore claimed not
only to mimic the original solute but to mimic it better (more dilution =
stronger product).

What is really absurd is that such a theory could be very easily tested and
disproven.  One way would be to simply add some salt to water and proceed
thru the dilution procedure.  Drink some of the water after each dilution
and see if the salty taste decreases or increases.  Any bets?
