Chairman Cox Introduces Bill to Eliminate "Gore Tax" Chairman Cox Introduces Bill to Eliminate "Gore Tax" Gore's Tie Breaking Vote in 1993 Increased Gasoline Tax WASHINGTON (Wednesday, March 15, 2000)-House Policy Committee Chairman Christopher Cox introduced legislation today to repeal the 4.3 cents a gallon gas tax increase. "Vice President Al Gore cast the tie-breaking vote to impose the gas tax as part of 1993's largest tax increase in history," Chairman Cox said. "The revenue raised by the 1993 gas tax increase was originally earmarked for deficit reduction. Now that the deficit has been eliminated, the tax should be too." >From 1990 to 2000, government taxes were directly responsible for the entirety of the increase in retail gasoline prices. While the before-tax cost of a gallon of gasoline actually declined from 1990 to 2000, state gas taxes were increased by 40 percent, and the federal gas tax was increased by 100 percent. Federal and state gas taxes are responsible for nearly one-third of the average pump price, according to the U.S. Department of Energy. Federal and state gas taxes now average 42 cents per gallon of gasoline. Repeal of the 1993 gas tax increase will dramatically help low- and middle-income working families. According to one estimate, workingmen and women earning less than $20,000 a year pay a quarter of all gas taxes.
