The reason is simply this: The Federal Reserve is not
a part of the Federal Government.
It not a Government Agency.
In fact, the Federal Reserve is a privately held corporation.
It has stockholders. It is no more "Federal" than
Federal Express. The name of this corporation was
chosen to be deliberately misleading.
