Basically, it's whatever the traffic will stand for.  The oil companies are
not losing any money, but they figure it's a good time to try for the Alaskan
Wild Life Refuge and a few other pristine spots they haven't mucked up yet.
Remember when they needed to get into the North Slope to keep us from being
dependent on foreign oil?  Well then they wanted to sell it overseas, and
Clinton Baby signed the bill to let them do it.  Of course it's supposed to
be sour crude anyway, but the oil companies want to make a lot of money, and
they will do anything to anyone or anything in order to do that.  I remember
years ago when I heard an oil company executive say he didn't think for a
minute that the US wouldn't go to war in the Middle East to protect our oil
interests.  At the time I thought he was crazy, but George Bush didn't
hesitate a minute to involve us in making Kuwait safe for democracy.  Such a
patriot.  Oh well.  Prudy
