Exclusive to the Spotlight By Alec De Montmorency President Clinton's announcement of his forthcoming visit to Moscow to help Boris Yeltsin celebrate the 50th anniversary of the Allied victory over Germany is worrisome for the British: It indicates a decision has been made in Washington to rebuild the Franklin Roosevelt-Josef Stalin Axis, as it existed when Adolf Hitler and Stalin were dividing Poland. With the U.S. president habitually so indecisive, the question is what, or who, made him suddenly take that direction in global affairs? Who is dictating to him? The matter isn't discussed publicly. In private, however, many remember Airey Neave, former British Prime Minister Margaret Thatcher's mentor, pointing his finger at David Rocke- feller as the principal enemy of England in the U.S. It happened in the wake of the Suez episode, when Prime Minister An- thony Eden, ailing and disoriented, capitulated to a joint Soviet-American threat-from Nikolai Bulganin and Dwight Eisenhower. Briefly, in June of 1956, Britain withdrew troops from Egypt and the Suez Canal. Four months later, on October 29, 1956, Israel invaded Egypt. France and Great Britain sent troops to control the Suez Canal. Tbe Soviets and Americans twisted arms in London to get the European troops to back out. Officially, it was UN intervention that brought about a truce, but it was no secret in diplomatic circles who did what to whom to make the canal safe for the oil business again. Noting the joint U.S.-USSR covert diplomatic operation, while the two countries were overtly involved in a serious Cold War, a Stockholm, Sweden newspaper reported the incongruity of "The Iceberg of Soviet- American Relations," which was apparently not so cold after all. It spoke of official Soviet-American - chumminess in next-door Germany, while Soviet tanks were rolling in the streets of Budapest, Hungary. After that fiasco, there was a secret post mortem in London to see what could be done to avoid such a humiliation in the future. The confab included Winston Churchill, Lord Salisbury and Neave. Only Churchill was quoted publicly: "I don't know whether I would have dared to undertake it (the Suez expedition), but I certainly would have never dared stop it." It was Neave who fingered David Rockefeller as the man who had most of the U.S. officials in his pocket and was most interested in oil. The fate of the Middle East oil was at stake in Suez. From the officials of British Petro- leum (BP), Neave ferreted out the bribing technique. As an oil well is being sunk, when pressure starts to build under the drill bit, it means the gas cap of an oil find has been penetrated. But the well is not immediately announced a success. This gives fat cat oil barons time to offer an official of choice the opportunity to get in on the ground floor, buy oil acreage near the expected discovery at its old price, as "potential acreage," then resell at 100 times or more after it has been declared "proven" or "probable." Neave also trapped Tory Prime Minister Edward Heath by arranging for Margaret Thatcher, then educa- tion minister, to accompany Heath to that year's Bilderberg meeting where she met Rockefeller. She watched Rockefeller give instructions to the prime minister to withdraw the British forces from the Persian Gulf area. He then circulated the information among fellow MPs. Heath was voted out and replaced by Thatcher. who was elected prime minister. How much "potential" or "probable" acreage has been coming Clinton's or his supporters' way, no one knows. But there are vast oil fields in Russia, and there can be little doubt about who decides U.S. global policies. And the British are having a night- mare. They are first class passengers on a Titanic, and an iceberg is loom- ing ahead: an iceberg of Russian- American relations.
