The world stands 240 seconds from nuclear war.

The Chinese M-11 is an advanced, solid fuel, road mobile tactical
nuclear missile.  The People's Liberation Army Second Artillery
Corps is equipped with large numbers of M-11 missiles. Nearly
three hundreds M-11s are deployed across from Taiwan, inside
occupied Tibet, opposite India and close to the North Korean
border.  The M-11 is also called the "Dong Feng" 11 or "East
Wind" - a Maoist slogan.

Despite the small warhead, only half that of the Hiroshima atomic
bomb, an M-11 detonated over any heavily populated third world
city would result in a million casualties.

Pakistan has M-11 nuclear tipped missiles only four minutes from
India.  The M-11 missiles are based at Sargodha air force base,
west of Lahore and right next to the Pakistani plutonium reactor
at Khushab.  The single base is also a prime target for India's
small nuclear force for a pre-emptive attack.

If the Clinton administration were to recognize the Chinese M-11
missiles in Pakistan then, according to international treaties,
the President would be forced to impose trade restrictions on
China.  Instead, Bill Clinton will be only a few miles from the
M-11 missiles during his tour of Pakistan.  The official White
House line is that these missiles don't exist.

China Aerospace and Great Wall Industries manufacture the M-11.
The missiles sold to Pakistan are enclosed in their launching
canisters and can be deployed on multi-wheeled trucks to any road
in Pakistan.

The missile sale also came to the attention of the United States
which imposed sanctions.  In 1994, Bill Clinton over-rode the
sanctions against China for selling mobile missiles to Pakistan.
In 1994, Bernard Schwartz, CEO of Loral and million-dollar donor
to Clinton, took a trip to China.

The 1994 Presidential Business Development mission to China
included a briefing document prepared for Bernard Schwartz.  The
Commerce document is titled "Background Information".  However,
instead of providing hotel and eating tips for Beijing, the
Commerce Department updated Schwartz on the Chinese M-11 deal.

According to the Commerce document, "Last August (1993), the U.S.
imposed sanctions on China for an M-11 missile-related transfer
to Pakistan.  On January 7, 1994 it was decided that although
communications satellites licensed by the State Department are
covered by the sanctions law, export licenses for communications
satellites licensed by the Department of Commerce may be
approved.  Two such export licenses for communications satellites
were recently approved by the Department of Commerce".

Thus, Bernard Schwartz was free to sell his satellites and Loral
missile technology to China.  China, of course, took note of the
event and continued to transfer more M-11 missiles to Pakistan
through 1996.

In 1995, Bill Clinton wrote a letter addressed to Loral's
Schwartz, regarding advanced satellite sales to India.  The
letter clearly indicates that Loral also had interest in India.
In fact, Schwartz sent his hand picked CEO of Qualcomm, Dr. Irwin
Mark Jacobs, to fly with Ron Brown on a sales trip to New Delhi.

Much like the satellite sales to China, Loral's Qualcomm
operation was very interested in selling India a "commercial"
satellite driven cellular phone system.  Qualcomm's main
competitor, Motorola, was also on the same trade flight.  Both
companies were then locked in stiff competition to provide phone
service to India, a nation of nearly a billion people with no
real wire line or telephone infra-structure.

The market for advanced U.S. technology did not end with
satellite communications.  In the rush to catch up with the
rapidly expanding Chinese tactical nuclear arsenal, India also
acquired a large number of U.S. made super-computers through the
Clinton administration.

Many of the U.S. made computers were shipped directly to Indian
nuclear weapons facilities.  According to the General Accounting
Office, from 1997 to 1999, India acquired 113 super-computers
from the United States, of which 79, nearly seventy percent, were
shipped to "sensitive end users."

In addition, according to various intelligence sources, the
recent Pakistani nuclear tests were of a design obtained from
China.  The advanced Chinese design was put together using
American built super-computers, supplied by the Clinton
administration directly to Chinese nuclear weapons facilities.
The Chinese, unable to test the warhead for political reasons,
enlisted Pakistan in exchange for information on building
warheads for the M-11.

The Clinton foreign policy toward India has destabilized the
entire region.  The lack of intelligence information and focus
took the world hostage in 1998.  The CIA and NSA under Clinton
never detected the Indian nuclear tests.  Why?

Documents obtained from the U.S. Commerce Department show that
India obtained secure - encryption and fiber optic communications
systems from America that helped hide their 1998 A-bomb tests.
The 1995 trade trip to India by Ron Brown shows that U.S
companies such as Motorola, Loral's Globalstar and AT&T met with
Indian officials on the purchase of advanced encrypted
communications systems.

Previously, the U.S. had pressured India not to conduct more
A-bomb tests.  U.S. intelligence sources were able to detect the
planned series of Indian A-bomb tests because the NSA had
directed CIA reconnaissance satellites to take photographs, using
communications intercepts from Indian atomic energy sites.

In 1998, U.S. Intelligence agencies, led by the CIA, were unable
to track Indian communications with the remote desert site where
the recent A-bomb tests were conducted.  India used U.S.
encryption and secure fiber optic communications systems to hide
the activity, allowing the test to be conducted without alerting
U.S. officials.

Pakistan and India are two nations that have suffered greatly
from Bill Clinton and his foreign policy failures.  Instead of
encouraging peace, Bill Clinton has fed the fuels of war in Asia.
While Clinton plays at being President, the world stands only
four minutes from the next nuclear war.
