It's not a government takeover - according to the government. It's a training exercise to give Marines practice in rescuing hostages, evacuating civilians and delivering humanitarian aid. Members of Camp Pendleton's 13th Marine Expeditionary Unit, based in California, will be landing between 7 p.m. and 11 p.m. around Ninth Avenue and Madison Street, city officials said. A Marine spokesman would not confirm the location. Downtown residents can expect Marines at their doors Thursday morning distributing fliers warning of loud helicopters practicing "urban flying and navigation techniques," spokesman Lt. Jeff Landis said. Residents will be asked to stay away from the training. Landis said that neighbors may hear the sounds of practice gunfire and explosives, but that they will most likely be drowned out by helicopter noise. The Marines are training in preparation for a six-month deployment to the western Pacific and other regions, Landis said.
